The Elementary and Secondary School Emergency Relief (ESSER) Fund is a federal formula grant managed by the Vermont Agency of Education (AOE).
Congress set aside approximately $13.2 billion of the $30.75 billion allotted to the Education Stabilization Fund through the Coronavirus Aid Relief, and Economic Security (CARES) Act for the Elementary and Secondary School Emergency Relief Fund (ESSER Fund). Signed into law on March 20, 2021, the Department awarded these grants for the purpose of providing local educational agencies (LEAs) with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools across the Nation.
Non-recurring, emergency aid subgrants are being allocated by the AOE to Local Education Agencies (LEAs) by a formula based on Title I, Part A allocations - WCUUSD is one of those LEAs. Funds are broken down into three parts: ESSER I, ESSER II, and ESSER III. These grants are considered one-time funds.
Title I, Part A is a Consolidated Federal Program with the purpose of providing all children a significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. WCUUSD receives Title I funding each year.
Washington Central operates Schoolwide Programs (SWP) in Title I eligble schools. Information about student performance, stakeholder involvement, SWP strategies, and evaluation can be found in the FY24 Data Inventory.

ESSER I, also known as Coronavirus Aid, Relief, and Economic Security Act (CARES) ESSER funds. WCUUSD allocation: $243,331.
ESSER II, also known as expansion of CARES ESSER funds and with the addition of the Coronavirus Response and Relief Supplemental Appropriations Act (CRPSA) funds. WCUUSD allocation: $1,108,477.
ESSER III, also known as the American Rescue Plan (ARP) ESSER funds. WCUUSD allocation: $2,480,120.

The initial work to secure the grant has been completed through the Recovery/Moving Forward Plan and initial application

While the initial moving forward plan has been submitted, ESSER III funds will be spent over the next 3 years. WCUUSD can amend the grant in response to the needs and feedback from the community. We will be seeking feedback on plans built by the administrative team from all members of the community including all WCUUSD families, BIPOC students, students on IEPs, and English Language Learners (ELL).

Moving Forward/Recovery Plan Including Phase 3, Spring 2022
June 30, 2023 Update: Our ARP ESSER funds are fully allocated. Thanks to all who provided feedback and engaged in meaningful consultation. Below is a summary of our expenditures and Vermont Agency of Education data that was pulled on May 22, 2023. The majority of our ARP ESSER funds are allocated to increases in school nurse and school counselor positions and an improved air quality project at U-32 Middle and High School.
