English learners who are multilingual and newcomer students are part of Ohio's Plan to Raise Literacy Achievement. Please join Ohio Teachers of English to Speakers of Other Languages (TESOL) for a four-part professional learning series, Using the Science of Reading to Improve English Learner Literacy Skills. Sessions are facilitated by Ohio Department of Education Literacy Leaders Carolyn Turner and Michelle Elia.
The series will ground literacy instruction for English learners and support communication between English learner and literacy specialists. It will increase understanding of ways to implement evidence-informed literacy policies and practices that include effective parent engagement.

ESL teachers play critical roles in connecting language development with literacy instruction based on the science of reading to advance equitable education. The following resources support opportunities for all students to achieve success in school.
Unite for Literacy provides an online library of e-books that may be read aloud to give students more experience listening to language. The library provides free access to picture books with more than 100 in Spanish. The digital books include audio narration in 40+ languages delivered by native speakers.
English learners face unique challenges. Supported by well-structured literacy instruction and English language development programs, students benefit from targeted literacy instruction addressing their strengths and assets.
The Consortium on Reaching Excellence in Education (CORE) features Claude Goldenberg presenting an overview of the science of reading as it pertains to English Learners. In this video clip, Linda Diamond summarizes the science of reading and the Simple View of Reading.
Educators who support English learners in Title I programs have the opportunity to share their knowledge and build connections with colleagues. Teachers working full-time in high-needs schools are invited to apply for the Parents 2 Partners Teacher Fellowship. The program begins at the end of February. The Ohio Department of Education has revised statewide Reset and Restart Education information in accordance with recent guidance provided by the U.S. Department of Education. All students identified as English learners—whether identified by the standard or presumptive procedure—should be coded appropriately using the state Education Management Information System (EMIS). This will ensure continuity of funding and eligibility for other English-learner-specific provisions. Presumptively-identified students should be coded in EMIS before December 21, 2020. Tuesdays with Ohio TESOL is a professional learning series offered by Ohio Teachers of English to Speakers of Other Languages (OHTESOL). Robust collaboration between content and English language teachers is essential for the success and achievement of English learners. On September 9, from 3:30-5:00 p.m., the U.S. Department of Education's Office of English Language Acquisition (OELA), will host a national online discussion about policies and teacher collaboration to align language and content instruction in PreK-12 schools. New Ohio English Learner Tests Portal
The Ohio Department of Education, in partnership with Cambium Assessment, Inc., is pleased to announce the launch of the redesigned Ohio English Language Proficiency Assessment (OELPA) and Ohio English Language Proficiency Screener (OELPS) portal. The portal layout has been updated to help users more easily navigate the test systems and quickly locate resources. The Ohio English Learner Tests Portal will be updated throughout the year, so check back frequently for the most current information. OELPA Family Reports
OELPA Family Reports from the 2020 spring administration will be delivered to schools and districts the first week of August. Districts and schools should arrange staff to sign for the delivery. Translated family reports for OELPA results are available on the Department website to help schools notify parents about their child’s achievement on the OELPA.

Headsprout: Families can get free access to Headsprout, an evidence-based reading program that includes English learners. Headsprout is an online program with printable documents.
Talking Points app: Districts should stay in contact with families of English learners. The app Talking Points is free of charge, provides translation for 100+ languages and allows for individual or group messaging. Phone numbers are kept private. This is a time to encourage rich home language environments that include reading together and promoting a student’s cultural and linguistic identities —a foundation for developing biliteracy.
