Our understanding of ministry is that God uses a priesthood of all believers to reconcile the lost to himself. In addition, God provides for the local and global church by calling people into the ministry. The sense of calling starts with the individual, but eventually others will see evidence of that calling and progression in ministry. This is what the "credentialing" process is: formally recognizing a calling and ministry progress in a person's life by a church organization.
Here is a video from our partners in the Rocky Mountain Assemblies of God Network explaining the three levels of ministry. In a nutshell, they are:
Certified (evidence of a divine call)
License (a recognized divine call)
Ordained (a proven ministry)
Here is a document explaining the relationship between the School of Ministry courses and the requirements for the various credentialing levels:
Certified (Level 1)
License (Level 2)
Ordained (Level 3)
