Due to being left in the heat, the glue joint let go and the string tension or gravity pulled the headstock down and started to push the fretboard away from the neck. The truss rod was maxed out and the bass still had .040 of relief and crazy high action.

the filler strip over the truss rod had slid forward and was putting presure on the fretboard from underneath.

Removing the fretboard.
Clamping the fretboard flat so it dosent warp while cooling down
I added some locating pins to keep the headstock aligned when i reglue it.
Glueing the headstock back on.
While i had the fretboard off i took the opportunity to correct the neck bow
after i cleaned up all the glue and leveled the neck and bottom of fingerboard.

The action is much lower now! and the truss rod has full adjustabilty.
