The Regional Training Center was established by the TESDA Order No. 401 series of 2021 re: Establishment of Provisional Regional Training Center issued and signed on July 7, 2021 by then Director General Sec. Isidro S. Lapeña, PhD., CSEE. The Regional Training Center operates in collaboration with the Local Government of Butuan City under the leadership of Hon. Ronnie Vicente C. Lagnada and the initiative of the then TESDA Caraga Regional Director Tarhata S. Mapandi, CESO III and other stakeholders.
The institution is located at Purok 2, Brgy. Pigdaulan, Butuan City (Latitude 008054’53” N and Longitude 125035’16” E) with a total land area of 50,000 m2. Currently, 10% of the total land area is maximized in training (with infrastructures) while the rest is prepared for future improvements.
The center is manned with seven organic manpower- led by the Center Administrator (Supervising TESD Specialist), three Senior TESD Specialist, two TESD Specialist II, and an Administrative Assistant III. Currently, the institution offers the following qualifications, namely: Trainers Methodology Level I and Level II; Bookkeeping NC III; Driving NC II; and Tile Setting NC II. The institution perceives “to be a leading Polytechnic Center of quality assured, marketdriven and relevant technical-vocational education and skills training in Caraga Region” and aims “to empower the people of CARAGA with quality technical-vocational education and skills training, fostering a competitive and globally recognized workforce”. The Regional Training Center is mandated to offer quality Technical Education Vocational Training (TVET) services to Caraganons, thereby producing certified, competent, competitive and ready/matched-to-employment blue-collared workforce in the region. To achieve this, the center will provide competent trainers, modern equipment, new technologies, relevant qualifications, and industry collaboration. The Caraga Regional Technical Education and Skills Development Plan (RTESDP) 2023- 2028, the plan that leverages on the gains and lessons from what has been previously achieved in the Fishery, Agro-Forestry, Mining, and Eco-tourism (FAME) sectors. As reflected in the plan, NEDA Caraga Regional Director reports on 27 April 2023 that Caraga Region’s economy is recovering gradually and regaining momentum amidst the challenges that reshaped the new socio-economic landscape of the Region…for it has much potential and comparative and competitive advantages that needs to be harnessed to sustain economic growth. Moreover, the following top three industries with fastest growth rate are (1) Construction, (2) Accommodation and Food Services Activities, and (3) Other Services (Agriculture, Infrastructure and Construction, Automotive and Land Transportation, and Logistics). On the other hand, top five emerging industry are as follows: (1) rural impact sourcing or business process outsourcing; (2) online business industry; (3) manufacturing services; (4) health care industry; and (5) diversified farming.
The five (5) year Institutional Development Plan of the Regional Training Center – Butuan City is anchored to the RTESDP and has six sections, namely: Executive Summary; Introduction; Planning Environment, Strategic Directions, Plans and Strategies; Budget and Investment Plan; and Monitoring and Evaluation. This plan will ensure that the center will remain competitive and abreast in responding to the requirements of industries, as reflected in the RTESDP 2024-2028, as it highlights the scaling up of the training delivery by introducing new, innovative, and highly technical courses responding to the demand of the global market as well as keeping pace with the emerging trends in technology. Moreover, the plan stipulates realistic goals and strategies to be implemented and achieved in the next five years. Likewise, the orderly and systematic way of achieving the vision is being sighted that includes the measurable, realistic, attainable, and challenging goals to hit the 5 year- term strategic plan of the Training Center.
Aligned to the RTESD Plan and with the institution’s manpower expertise in mind, the following programs are planned to be offered in the next five years, to wit: Distinctive Area of Competence (DAC) in Automotive Servicing NC I/NC II/NC III; Carpentry NC II/NC III; Masonry NC II/NC III; EIM NC II/NC III; Heavy Equipment Operation (On-Highway Dump truck) NC II; ACP NC II/NC III; Animal Production (Swine/Chicken/Small Ruminants); Organic Agriculture Production NC II; Food and Beverage Services NC II/NC III; and Housekeeping NC II/NC III with Distinctive Area of Competence in Automotive Technology.
