1960's

CBTED commenced with an agriculture-based programme designed as an outreach projects of several agricultural schools called National Agricultural Skills Training Programme (NASTP).

1970's

This was followed by the NATIONAL ELECTRIFICATION SKILLS TRAINING PROGRAMME (NESTP) An industry-based sector-based programme at the advent of rural electrification.

1980's

• Outreach training programmes became one of the most popular components of manpower development in the country with almost all service oriented government oriented agencies doing training on one way or another.
  
  Even before the TESDA law was passed, NMYC had recognized the need for intervention model in the promotion of entrepreneurship among unemployed adults and out of school youth.
  
  1980’s- the birth of TREND (Training for for Entrepreneurship Development) The first attempt of the agency to experiment on enterprise creation.
  
  TREND

  • Became NMYC’s anchor in its livelihood programs, aimed to contribute to employment creation and income generation by developing basic entrepreneurial skills.

  • Selected RMTC graduates, CTU graduates and other outreach training programs, non - NMYC skills training programs and livelihood training requirements of DOLE Integrated Livelihood Program (DILP).

  • As a result of this sector-specific rural training programmes, the then National Manpower and Youth Council created in its national office with the mission of studying further the potentials of rural training in developing manpower in the countryside.

1987

Community Training Center (CTC) was launched as a Project under NMYC - World Bank Vocational Training Phase I. It was pilot tested until 1989.

1989 - METASHAPE

• (Metal Enterprise Assistance through Self-Help Association for Productivity).

• Assisted by SWISSCONTACT, a Swiss NGO. To assist micro & small enterprises (metal shops) increase their productivity and income through technical assistance, entrepreneurial devt., managerial & technical training.

1990 Birth of TRUGA(Training for Rural Gainful Activities).

• An International Labour Organization assisted project in rural areas.

• Used methodology that looked at employment or income potentials before training is organized and implemented.

• engaged in extensive and objective economic opportunity planning at the community level to ensure that training was directly linked to immediate benefits.

• able to develop country specific methodologies in training needs and opportunities survey.
  
  TRUGA Materials

  • were able to offer sufficient basis for developing sectoral methodologies in assessing sectoral needs for micro - enterprise development.

1991

• When the CTC was renamed Community Training Unit (CTU) & was continued to date as a regular training delivery system.
  
  CTU's Main Objective

  • To expand quality skills training programs and services to the country’s rural communities in order to promote the employability and enhance the productivity of the OSY and unemployed adults.

• Partners Involvement

  • LGUs & other partners - assume more of the direct training costs; training supplies & materials, trainor’s honoraria. NMYC provides the training tools & equipment, technical assistance & portion of direct training costs. LGUs provides the venue/structure.

• CTU Operations Major Lessons Learned

  • The development of the capability of LGUs to undertake rural skills training program.

1993 - TDIS (TRAINING DELIVERY for the INFORMAL SECTOR)

• A component of the WB - VTP II Project of NMYC now TESDA.

• To build the capability of LGUs to manage their own community development programs with training as an entry point.
  
  TDIS Project

  • Community Training and Employment Coordinators (CTECs) were the primary targets. They are regular LGU personnel who were trained on basic and various enskilling programs.

1998 - CBTED Project

• The experiences gathered and the lessons learned in the different projects implemented relative to community- based training and entrepreneurship.

• Under Restructured VTP II, CBTED as a Project commenced on October 1998 and officially ended on December 31, 1999.

Year 2000 and Beyond

• MAINSTREAMING CBTED IN TESDA - ONFTVET

  • Shall dwell on consolidating the experiences, cases, practices and models in the different regions, provinces and barangay-bayan in the implementation of CBTED.
