About TESDA Korea-Philippines Information Technology
Training Center-Bulacan
In accordance with the Arrangement on the Project for Establishment of the Korea – Philippines IT Training Center between the Government of the Republic of Korea and the Government of the Republic of the Philippines signed on June 3, 2003, the Project was initiated upon signing of the Record of Discussion last May 26, 2004.
This center was officially inaugurated by Honorable Jong-Ki, Ambassador of the Republic of Korea to the Philippine, Honorable Josefina Mendoza-Dela Cruz, Governor, Province of Bulacan and Honorable Santiago Mercado Yabut Jr., Deputy Director General, TESDA on February 21, 2006.
The Training center offers registered programs with TESDA under UTPRAS with curriculum emphasis on Tourism, language and vocational and technical training education. The programs include Web Development NC III, Visual Graphic Design NC III, Technical Drafting NC II, English Language A2 Level, Japanese Language A1 Level, Junior Security Analyst (A1) and other qualifications.
Headed by its Administrator, Kathrine R. Angeles and staffs both on instructional and administrative units, KorPhil – Bulacan, has maintained a respectable reputation as a result oriented, responsible and self-sustaining institute synergizing towards the goal of individual empowerment.
KorPhil – Bulacan commits itself to willingness and dedication of work personnel to carry out its programs, services and activities, with the primary goal of achieving partnership with the government and private institutions.

In a meaningful and inspiring moment, TESDA KorPhil-Bulacan was honored to welcome TESDA Director General Secretary Kiko Benitez during his visit on April 7, 2026 at the KPITTC Building in Guiguinto, Bulacan. More than a visit, it was a powerful reminder of why we do what we do. As he witnessed the ongoing Cybersecurity Awareness Training for various TVET Trainers and Assessors, Educators, Professionals and OFWs. He met passionate learners—including an Overseas Filipino Worker (OFW) from Dubai—whose dedication reflects the strength, sacrifice, and determination of Filipinos striving for a better future through skills and knowledge.
He also saw the creativity and potential of our Technical Drafting NC II program, where 3D printing technology is being integrated as learning outcome. Each output represents not just technical skill, but hope, growth, and the courage to embrace innovation in a rapidly changing world. Through the Training Induction Program (TIP) for TM Level I scholars, future trainers and assessors are being shaped—not just to teach, but to inspire others, just as they were once inspired.
This visit reminds us that behind every training is a story, behind every learner is a dream, and behind every effort is a shared goal: to uplift lives through opportunity, resilience, and compassion. Setting the tone for excellence in technical education, a total of 25 trainees were formally inducted during the Training Induction Program (TIP) for Trainers Methodology Level I conducted by the TESDA Korea-Philippines Information Technology Training Center on April 7, 2026, under the leadership of Center Administrator Ms. Kathrine R. Angeles.
The program, implemented under the Training for Work Scholarship Program (TWSP), oriented the trainees on scholarship guidelines while equipping them with the foundational knowledge and skills required for the course. Facilitated by Ms. Areli C. Yerro, Designated Registrar, and Ms. Agnes Domingo, Assistant Registrar, with Ms. Richel C. Kalaw also present as facilitator, the TIP delivered a comprehensive discussion of course expectations, rules, and responsibilities, including the TESDA Online Program (TOP), Skills To Succeed, and the TESDA Passport. These were complemented by interactive Q&A and hands-on guidance to ensure full understanding among all participants.
The event was further highlighted by the first official visit of Jose Francisco "Kiko" B. Benitez to TESDA Bulacan, which coincided with the TIP schedule. He was accompanied by TESDA Region III Regional Director Balmyrson Valdez, adding significance to the program as they engaged with the trainees and observed the ongoing implementation of the induction activities. Bold action for women’s empowerment defined March 2026 for the 𝙏𝙀𝙎𝘿𝘼 𝙆𝙤𝙧𝙚𝙖-𝙋𝙝𝙞𝙡𝙞𝙥𝙥𝙞𝙣𝙚𝙨 𝙄𝙣𝙛𝙤𝙧𝙢𝙖𝙩𝙞𝙤𝙣 𝙏𝙚𝙘𝙝𝙣𝙤𝙡𝙤𝙜𝙮 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 𝘾𝙚𝙣𝙩𝙚𝙧 𝘽𝙪𝙡𝙖𝙘𝙖𝙣, as it carried out a strong lineup of meaningful initiatives under Memorandum No. 084, s. 2026 for the National Women’s Month Celebration—turning advocacy into visible and community-driven action. From consistent visibility campaigns to hands-on outreach activities, the Center ensured that gender equality was not just promoted, but actively demonstrated throughout the month.
Throughout the month, PCW-prescribed advocacy shirts were worn every Friday, while the official campaign banner was consistently displayed within the TESDA compound to reinforce awareness and support for the celebration. On March 24, GAD Focal Ms. Rizzalynne C. Molina participated in the TESDA Women Center 2026 GAD Hybrid Webinar, strengthening institutional engagement on gender and development. This was followed on March 27 by a livelihood training on Tinapa Making held in Barangay Poblacion, Calumpit, Bulacan, facilitated by Ms. Rosana Ines L. Recio, in coordination with Samahan ng Friends in Action, Mayor Lem M. Faustino, and the Municipal PESO Office—bringing skills training directly to the community. The celebration culminated on March 31 with an institutional program led by Center Administrator Ms. Kathrine R. Angeles and GAD Focal Ms. Rizzalynne C. Molina, featuring Basic Arnis and Empty-Handed Self-Defense Training conducted by Master Junar F. Vidal and Coach Arnel Jeffrey D.G. Ramos to promote personal safety and empowerment. The event also included free beauty care services such as haircut, hair color, and massage under the Serbisyo para kay Juana Wellness Program, facilitated by Ms. Victoria M. Carlos and Ms. Mary Ann Navarra with CBTAB support—offering both wellness and appreciation for staff.
Looking ahead, TESDA KorPhil Bulacan reaffirms its commitment to advancing gender equality by highlighting the leadership and contributions of Filipino women in governance, peace, security, and economic development, while continuing to promote inclusive opportunities, empower marginalized and underrepresented women, and strengthen multi-sectoral collaboration to deliver meaningful and transformative outcomes for women in the community and beyond. A single program has the potential to turn second chances into real opportunities—and that’s exactly what unfolded on March 20, 2026. TESDA KorPhil Bulacan, led by Center Administrator Ms. Kathrine R. Angeles, took part in the Orientation on the Livelihood Education Access Program of the Bulacan Parole and Probation Administration held at Malolos Resort Club Royale, Mabolo, Malolos, Bulacan. Also present during the activity were Chief Parole and Probation Officer Mr. Isagani P. Villena, Partnership and Linkages Focal Ms. Rizzalynne C. Molina, Community-based Training Focal Ms. Dennie E. Domingo, and Assistant Registrar Ms. Agnes E. Domingo.
One of the highlights of the event was the Basic Entrepreneurship Program delivered by TESDA KorPhil Bulacan’s trainer, Ms. Rizzalynne C. Molina. She emphasized that the session aims to bridge the gap between technical “know-how” and business “do-how,” encouraging learners to create jobs rather than simply look for them. The discussion progressed into generating business ideas, where participants explored the sources of business concepts and different types of enterprises. Ms. Molina facilitated both a personal assessment and a group activity, allowing participants to develop and present their own business ideas.
Building on these outputs, the session continued with discussions on assessing the market and developing a marketing plan based on the generated ideas. Ms. Molina also covered essential topics such as pricing, record-keeping, costing, and profit. She concluded with a practical reminder on managing the expectations and demands of friends and family, which can impact business sustainability. Meanwhile, Ms. Dennie E. Domingo and Ms. Agnes E. Domingo assisted participants in completing their registration forms for official enrollment in the Basic Entrepreneurship Program. This activity marked the first intervention between TESDA KorPhil Bulacan and the Bulacan Parole and Probation Administration for probationers under the supervision of Malolos City/Bulacan 1 PPO.
In a partnership meeting last March 11, 2026, UK-based CEO, Mr. Chris Woods, of CyberQ Group, one of the industry partners in ICT and Cybersecurity of TESDA KorPhil Bulacan, was formally introduced.
During the discussion, Mr. Woods and TESDA KorPhil Bulacan Center Administrator Ms. Kathrine Angeles exchanged insights on various long-term projects for future execution. Mr. Woods opened the possibility of collaborative projects on Social Cyber Security and Artificial Intelligence for business institutions. He talked about how well it could work and the need for it, looking back at his experience in India. Given how many Filipinos are already involved in entrepreneurial ventures, he expressed confidence that the program can successfully identify and reach its target participants.
Also present were Cybersecurity CEO Mr. Roberto Tayag, Business Operations Analyst Ms. Cindy Ramos, Cyber Solutions Architect Ms. Jane Icban, and Senior TESD Specialist of TESDA Bulacan, Ms. Daisy Cercado, on behalf of Provincial Director, Mr. Neil Santioque.
TESDA KorPhil Bulacan and CyberQ Group forged their partnership in a ceremonial MOA signing last January 24, 2025. They successfully piloted the 5-day Training of Trainers on Cyber Threat Mitigation from August 11 to 15, 2025, which was attended by the Information Technology Focal Persons and Trainers from TESDA Region III's Operating Units. They also collaborated on the conduct of the Introduction to Open-source Knowledge on September 30, 2025, which was participated by endorsed officials and personnel from the Department of Information & Communication Technology (Region 3), Bulacan State University Main Campus & Sarmiento Campus, National University of Baliuag, Department of Science & Technology - Provincial Science & Technology Office – Bulacan, Association of TVET Educators & Assessors in Bulacan, and TESDA Bulacan.

TESDA Regional Office III proudly joins the CHED Higher Education Summit 2026, held on March 10–12, 2026 at the SMX Convention Center, SM City Clark Complex, M.A. Roxas Highway, Clark, Brgy. Dau, Mabalacat City, Pampanga, showcasing innovation and industry-relevant skills that empower the future workforce. Among the featured exhibits are the Structural Planning and Modeling Through 3D Printing of the Korea-Philippines IT Training Center – Bulacan, the Miniature 2-Axis Active PV Solar Detector, and the Urban Gardening Powered by Solar Energy of the Provincial Training Center – Guagua. These innovations highlight the advanced technical competencies and creativity of TESDA trainees. In a continued effort to elevate cybersecurity awareness and skills, TESDA Korea-Philippines Information Technology Training Center, in partnership with CyberQ Group, successfully conducted a 1-day seminar on "Introduction to Open-Source Intelligence (OSINT)" last September 30, 2025. The event was led by Center Administrator Ms. Kathrine R. Angeles and facilitated by Mr. Vishvas Nayi, Chief Solutions Architect of CyberQ Group UK.
The seminar brought together key representatives from TESDA KorPhil-Bulacan's academic and association partners from DICT Region 3 , Bulacan State University (Main and Sarmiento Campuses), NU Baliwag, DOST Bulacan – PSTO Bulacan, the Association of Tvet Educators and Assessors in Bulacan, and TESDA Bulacan.
The training aimed to equip participants with a solid understanding of how to professionally harness OSINT tools and techniques. Key learning outcomes included applying the five pillars of intelligence gathering—Direction, Collection, Processing, Analysis, and Dissemination—to cybersecurity investigations, developing advanced data-gathering methods, and building analytical frameworks to assess information credibility and transform raw data into actionable intelligence.
Marking a significant step toward future-ready skills in Technical-Vocational Education and Training (TVET), TESDA Korea-Philippines Information Technology Training Center (KorPhil Bulacan) and Soros Services, Inc. formalized their partnership on September 15, 2025, through a Memorandum of Agreement (MOA) signing. The event gathered key leaders including TESDA Region III Regional Director RD Baron Jose L. Lagran, TESDA Bulacan Acting Provincial Director APD Neil G.
