An activity on the Validation of Competency Standards on Vakul Making (Ivatan Headgear) Level II was conducted on February 25, 2026 at 10:00 AM at the BTSDC Building, San Antonio, Basco, Batanes. The activity aimed to validate the proposed competency standards for Vakul making in order to ensure that the competencies accurately reflect the traditional techniques, skills, and knowledge required in the production of the Ivatan headgear.
The competency standards were presented by Mr. Gerzon R. Abad and Ms. Mary Ann A. Salengua, both Senior TESD Specialists from the TESDA Batanes Provincial Training Center. The presenters discussed the proposed units of competency, performance criteria, and other relevant components of the qualification.
The validation was participated in by invited stakeholders and experts to ensure the cultural authenticity and technical accuracy of the competency standards. The primary validators were artisans from the Sabtang Weavers Association, namely Ms. Esleta Fuego and Ms. Victoria G. Gecha, who shared their insights and recommendations based on their extensive experience in traditional Vakul making.
Also present during the activity were Hon. Anastacia B. Viola, Sangguniang Panlalawigan Chairperson for the Committee on Culture, representatives from the Provincial Heritage and Tourism Office, Batanes State College, and the National Museum. Their participation provided valuable perspectives in ensuring that the competency standards align with cultural preservation, education, and heritage promotion initiatives.
During the discussion, the validators provided comments and suggestions to further refine the competency standards. The inputs gathered from the validators and participating stakeholders will be incorporated into the finalization of the competency standards for Vakul Making (Ivatan Headgear) Level II.
The activity concluded successfully at 12:15 PM with the shared commitment of the participants to support the preservation of Ivatan cultural heritage while promoting the development of formal training programs on Vakul making.
