Establishment of NMYC R02
The National Manpower and Youth Council (NMYC) R02 was established in 1975, its first office was located in Ugac Norte, Tuguegarao, Cagayan. It was a two-storey building enough to accommodate 15 staff and personnel.
Acquisition of Lot
The NMYC lot was donated by the Provincial Government of Cagayan through the leadership of then Gov. Teresa J. Dupaya. It is a 2-hectare lot located at Carig Norte, Tuguegarao City, Cagayan.
Construction of Administrative Building
In as much as the office was not given a capital outlay for the construction of an office building, the then Dir. Felixberto J. Domingo, the first Regional Director of NMYC came out with a strategy of putting up said building under the training cum-production scheme. A series of training program in Construction trade area were conducted through the supervision of Mr. Valerio D. Rola and Mr. Eliseo C. Balisi in 1977 and was finished in 1979.
Establishment of the Regional Training Center
The Regional Training Center was put up through the initiative of now Ilocos Norte Governor Imee Marcos who was then the National Chairman of the Kabataang Barangay during the administration of his father, the late Pres. Ferdinand E. Marcos. A total of P14,000,000.00 was allotted for the construction of the Center.
The Creation of TESDA
established through Republic Act No. 7796 Signed into law on August 25, 1994
integrated under a single authority the functions of two related government institutions and a government program:
NMYC
BTVE (DECS)
Apprenticeship Program (BLE-DOLE)
to ensure the equal participation of industry, trade, labor and local government units in the country’s skilled worker development programs
The TESDA Act embodied the State policy of providing relevant, accessible, and high quality technical education and skills development for middle-level manpower that is supportive of and responsive to the country’s development goals. (Sec. 2, RA 7796)
The triangular lines represent the major pillars of the technical-vocational education and training system: government, industry, and the private training institutions.
The small circle above the triangular lines represents Filipino skilled manpower, TESDA’s main reason for being.
Skilled manpower and the training system within the classic rotary wheel means industrial progress powered through focused manpower development.

TESDA sets direction, promulgates relevant standards, and implements programs geared towards a quality-assured and inclusive technical education and skills development and certification system.
