The Technical-Vocational Institutions (TVIs) Meeting was held on 24 February 2026 at 2:00 p.m. in the Housekeeping Room, BTSDC Building, San Antonio, Basco, Batanes. It was attended by representatives from three institutions: Batanes State College, Saint Dominic College, and the Provincial Training Center.
The main agenda of the meeting was the orientation on the Omnibus Guidelines for the Implementation of TESDA Scholarship Programs for FY 2026. This orientation aimed to ensure that all partner institutions are fully informed of the updated policies, procedures, and requirements for scholarship implementation, thereby promoting consistency and transparency in program delivery.
Our Acting Provincial Director, Mr. Samuel C. Falcis, personally facilitated the orientation meeting. He provided a comprehensive overview of the guidelines and clarified important provisions. During the open forum, the representative from Saint Dominic College raised a question regarding the maximum age requirement for scholars in different types of TESDA scholarship programs. Mr. Falcis explained that, as per the guidelines, no maximum age limit is indicated. However, he emphasized that for Driving NC II qualification, institutions must consider age as a factor since reflexes and physical responsiveness are critical for safe and effective training.
The meeting also highlighted TESDA’s continuing commitment to provide equitable access to skills training and scholarship opportunities, while ensuring that program implementation are aligned with the Area-Based and Demand-Driven
(ABDD) TVET. The active participation of the attendees reflected their support and appreciation for TESDA’s initiatives.
With the constructive exchange of ideas and the shared commitment of all participants, the meeting concluded successfully at 3:45 p.m.
