The Provincial Training Center - Nueva Ecija (Palayan City) is a TESDA Technology Institution (TTI) established in 1998 by virtue of Republic Act No. 7796 or the “TESDA Act of 1994”. It is the only TTI in the Province of Nueva Ecija. It covers a total area of four thousand square meter (4,000.00 sq. m.) land through a Deed of Usufruct granted by the Local Government Unit of Palayan City. The training center is surrounded by various local and national agencies, business establishments, and both public and private schools for lower and higher levels of education. PTC - NE (Palayan City) operates through the MOOE Fund and Sariling Sikap Fund in which its funds are mostly from scholarship allocations granted for each fiscal year. Moreover, it caters to all Novo Ecijanos by conducting institution-based training programs and community-based training programs by entering into partnership with various cities and municipalities in the province. 

The training center also has established partnerships and tie-ups with various industry partners / stakeholders to assist in the promotion of its training programs and to assist its scholars to undergo enterprise-based training such as Dual Training System and Supervised Industry Learning, and for eventual possible employment after the completion of training program.
