“A demonstration of a lifelong commitment to the island residents of Siargao in the development of a world-class skilled workforce in Agriculture and Fishery, Tourism, Construction and Automotive and Transportation related qualifications thereby improving the lives of the economically depressed and undeserved Filipinos”……the driving force and dream of the current and former Local Chief Executives of Siargao in the creation of the Siargao Manpower Livelihood and Skills Training Center (SMLSTC), located at Km. 3, Sitio Sta. Teresita, Osmeña, Dapa, Surigao del Norte.
In the Congress, the following are the chronological events (https://www.congress.gov.ph/legisdocs) in the filing of House Bills (an Act of Establishing Siargao Manpower Livelihood and Skills Training Center of Dapa Surigao del Norte and Appropriating Funds Therefore), to wit:
HB04378 (14th Congress) which was authored and filed by Francisco “Lalo” T. Matugas on 12 June 2008;
HB01179 (15th Congress) which was authored and filed by Francisco “Lalo” T. Matugas on 12 July 2010;
HB02216 (16th Congress) which was authored and filed by Francisco “Lalo” T. Matugas on 01 August 2013;
4. HB00215 (17th Congress) which was authored and filed by Francisco Jose “Bingo” F. Matugas II on 30 June 2016 which was substituted by HB07891 (17th Congress) “An Act Providing for the Establishment of a Manpower Livelihood and Skills Development Center in the Municipality of Dapa, Siargao Island, Province of Surigao del Norte to be known as the Siargao Surigao del Norte TESDA Training Center , and Appropriating Funds Therefore” which was jointly authored and filed by (a) Francisco Jose “Bingo” F. Matugas II, (2) Ann K. Hofer and (3) Karlo Alexei B. Nograles.The bill was approved by the House on 29 August 2018; and was transmitted to and received by the Senate on 30 August 2018; and
5. HB02228 (18th Congress) which was authored ad filed by Francisco Jose “Bingo” F. Matugas II, CPA, CESO, LLB on 29 July 2019. The same was substituted by HB06597 which was jointly authored and filed by (1) Francisco Jose “Bingo” F. Matugas II (2) Mark O. Go and (3) Eric G. Yap on 11 March 2020. The bill was approved by the House on 03 June 2020 and was transmitted to and received by the Senate on 04 June 2020.
The SMLSTC was then renamed and inaugurated as the Provincial Training Center (PTC) - Siargao on December 7, 2020 by the TESDA Director General Isidro S. Lapeña, Ph.D., CSEE, Hon. Francisco “Lalo” T. Matugas, Provincial Governor of Surigao del Norte and Hon. Francisco Jose “Bingo” F. Matugas II, District I Representative, Surigao del Norte and Hon. Elizabeth “Abeth” T. Matugas, Municipal Mayor of Dapa.
The center starts to stand alone as the PTC-Siargao on the 25th day of January 2021 with the offerings of Agricultural Crops Production (ACP) NC I and Shielded Metal Arc Welding NC I. Currently, the following qualifications are added namely: Trainers Methodology Level I, Driving NC II, Organic Agriculture Production NC II; COC ’s leading to Food Processing NC II, Shielded Metal Arc Welding NC II, and Food and Beverage Services NC II.
