BACKGROUND
The Philippine Development Plan (PDP) 2017-2022 as cascaded in the Regional Development Plans is to attain inclusive and sustainable peace through intensified development and other peace-building initiatives in conflict-affected and vulnerable communities. This is also well expressed in the O to 10-point agenda of the present administration with peace and order, and security as preconditions for the other agenda to succeed.
December 2018, President Rodrigo Roa Duterte signed EO 70 institutionalizing the “Whole-of-Nation Approach (WNA)” to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government, facilitating societal in the pursuit of the country’s peace agenda.
