Sing-ChiaElementary School, founded in August 1993, is located in the southern part of the West district in Chiayi City. The school was established to alleviate the overpopulation of students in Chuei-Yang Elementary and Chih-Hang Elementary schools. Sing-Chia's first principal, Mei-Ying Kuo, was in office from 1993 to 1998. In its first year, the school taught only 1st through 3rd graders. Three grades totaled to 9 classes with 316 students and 16 professional staff members.

Sing-Chia's school building was not constructed until the end of June in 1994, one year after the school was founded. Teachers and students held classes temporarily in Chuei-Yang Elementary and Chih-Hang Elementary. When the building finally did finish, both the staff and students were thrilled to move into their new home. As the new semester began, number of students increased to 760 and classes to 16. Ever since, the school has provided quality education to many young children and enabled them to become critical thinkers as well as ethical citizens.

Over the years, the amount of Singchia students has been gradually increasing because of the teachers’ effort and devotion to teaching. So far, there are 48 classes, which is the maximum number of classes allowed for Singchia. There are around 1900 students in Singchia by Feb., 2014.
