Each year, the previous 3 year's worth of state and regional data is added together. 

 For example,  there are 22 teams that make the state tournament. Those 22 teams would then be ranked 1-22 depending on their semi-final rankings.  If a team does not make the state tournament, they are given a placement number below 22 (usually 30).

In years without the 2nd place regional team qualifying for state, they are given a placement number higher than 3rd or below regional placements 

Example: 12 teams qualify for state.  A second place regional team would be given a 20 and a team 3rd or below is given a 25.

If 2 teams are tied, the team that finished higher the previous year will be given the higher rank. If the previous year their ranking is tied (both finished second in region or did not make top 2), they are ranked alphabetically

Because Wisconsin mock trial historical records are sparse, there are several years where the semifinal rankings are not listed. In those years, any semifinal team that did not have a public post or page indicating their rank was randomized. As a result, there may be some inaccuracies to the rankings. (if you have information on any of the missing years, please share).
