CONSTITUTION OF THE STUDENT BODY OF
WAKE EARLY COLLEGE OF INFORMATION AND BIOTECHNOLOGIES

Preamble
We, the students of Wake Early College of Information and Biotechnologies, with equal representation, respect, value and recognition of all students and staff, and for the promotion of good governance, good sportsmanship, student activities, and general welfare of the students of Wake Early College of Information and Biotechnologies, establish this Constitution of the Student Body of Wake Early College of Information and Biotechnologies.
Article 1. Purpose
The foremost purpose of this organization ought to be:
All student organizations will be unified under a single basic contract.
To encourage student participation in managing the school.
To foster in all students a knowledge of and respect for the democratic
process.
To foster communication and respect for one another.
To promote student passion and participation in all extracurricular activities.
To talk about and resolve conflicts that occur across groups and activities.
To build customs and obligations that foster a positive environment.
Article 2. The Student Council shall have power to:
Contribute to the creation of rules and/or regulations that will benefit the school, its students, and its interests. For instance, Student Council, social events, assemblies, property reservation for the school and for individuals.
Investigate and present findings on issues that the student body or teachers have referred to.
Approve all student body financing and spending.
The principal or assistant principal designates the Council's authority, and they have the authority to veto any action taken by the Council that they deem to be irrational, unsafe, or in conflict with school policy, the Washington State Code, or the law.
Article 3. Membership
The student body of Wake Early College of Information and Biotechnologies will consist of all the students from the ninth, tenth, eleventh, and twelfth grades and the members of the faculty of those grades.
The Student Council shall be composed of four executive members, along with class representatives, and one faculty member.
The Executive Council should consist of the following:
President
Vice President
Treasurer
Secretary
Article 4. Duties of Student Council Members
Duties of the SCA President
Preside over all student council meetings
Work closely with the student council advisor on all planning.
Write all meeting agendas and submit them for approval of the Advisor(s).
Oversee all activities and events sponsored by the Student Council.
Coordinate the work of the council through the other officers and committees. Give
assistance, guidance, and praise when appropriate
Act as a facilitator of group discussions by summarizing, clarifying, etc.
Act as a liaison/representative with faculty and administrators.
Keep the principal/staff informed of the student council activities.
Attend community group meetings such as PTA to serve as a spokesperson for the student council.
Speak at local events or meetings when required.
Serve as representative at any district meetings where a student representative is needed
Call executive meetings, as needed.
Participate in all students council sponsored activities
Vote on any matter in which the Student Council is equally divided.
Duties of the SCA Vice President
Preside over meetings in the absence of the president.
Represent the student body at the school district and civic events and other meetings.
Perform the duties of the President during any absence of the President.
Keep attendance records for meetings of the Student Council
Duties of the SCA Secretary
Maintain the SCA drive folder and all documents
Keep the website/social media up to date
Inform the school student body of occurring things and events
Make a meeting agenda and send it out to all members before a meeting
Take and keep meeting minutes available to everyone
Keep attendance during meetings
Keep a student council calendar with meetings, events, etc.
Duties of the SCA Treasurer
Maintain proper documentation required for movements of funds invoices, checks, etc.
Work closely with SCA to prepare budgets for the year/specific events
Communicate financial reports at SCA meetings, and remind members to adhere to budgets. While giving advice to the SCA regarding monetary matters
Predict how much money will be used in the future, and making suggestions based on predictions that will improve the effectiveness of spending money
Understand school and district policies for student finances and develop plans that follow by the rules
Article 5. Eligibility of Student Council Members
All Student Council members must have and maintain a cumulative 80 grade point average.
A student who wishes to run for an office must have attended school for at least 85% of the academic year in that year. The obligation for attendance may be eliminated under certain circumstances. Meetings of the student council must be attended. If not present, a stand-in should be chosen.
Article 6. Jurisdiction over Vacant Offices
Any Student Council officer or member who misses three or more meetings without a valid and acceptable justification may be suspended from the Council.
Any student who falls below the required GPA will be removed from office or position. In terms of Student Rights and Responsibilities, due process shall be followed.
Any Representative or Officer who fails to maintain academic eligibility for one grading period will be placed on probation. If academic eligibility is met, reinstatement will take place at the end of the grading period. If this is not done, impeachment proceedings will be initiated.
In the event that there is a permanent vacancy in offices:
A new office shall be appointed by the Student Council.
Officers will be re-elected by the group they represent.
Article 7. Voting
Each student council member has one vote for the office/organization he or she represents.
A student council representative may only represent one organization.
Article 8. Meetings
The Executive Council will convene to plan the agenda for each Student Council meeting. At that moment, everyone must request a spot on the agenda. All members will receive agendas at least two days before the meeting.
The grade level representatives will hold separate meetings to each enabling the agenda that has to be discussed in the previous general meetings of all members.
If possible detailed reports should be taken of each meeting that is held, most especially in the larger general meetings. This duty shall be laid upon the Secretary of each grade level representative. However, but not limited to the Executive Secretary shall be responsible for the detailed reports of general meetings.
Article 9. Elections
All SCA officers shall serve for a period of twelve months beginning on the day of inauguration and ending on the day of the next inauguration.
Any student may run for an office by submitting a declaration of candidacy to the SCA Advisor.
A primary election will be held to choose two candidates to run for each office in the general election.
All students enrolled in Wake Early College of Information and Biotechnologies have the right to vote.
Article 10. Amendments to study body constitution.
A petition for an amendment must be signed by one-third of the student body and submitted to the council in the form of an amendment for approval. The petition must be presented in duplicate to the Principal or Assistant Principal.
All amendments will be voted on. The change must be approved by the Principal or Assistant Principal and must be carried by a three-fourths majority of the student body in order to pass.
The amendment must be visibly posted for one week around campus
If an amendment should be, it shall be submitted to the SCA by a Representative or member. If the amendment is passed by a two-thirds vote of the SCA, it shall be forwarded to the student body for consideration.
If the amendment is passed by a two-thirds vote of the student body, it shall be made part of the constitution.
Article 11. Dissolution of SCA
WAC 392-138-021: Title to Property ~ Dissolution of an SCA. Title to all property acquired through the expenditure of an SCA’s public moneys shall be vested in the school district. In the event…the SCA ceases to exist for any reason, then (a) the school district and parent associated student body shall cease carrying any money or account on behalf of or to the credit of the organization, and (b) the records of the organization shall be retained and disposed of in accordance with applicable state law regarding the retention and destruction of public records.
The records of the school’s SCA Constitution and the SCA Council Minutes shall be kept in perpetuity (never to be destroyed) in a safe and central location and per the applicable state laws regarding retention can be sent to the state archives
