This dragon's name is Xera. (pronounced zera) He is a strength-gifted dragon. His parents were killed by the dragon government in order to keep them away from the truth about a revolutionist who mysteriously disappeared that they were looking into. Oh yeah, dragons have government systems. Imagine, if you will, a bunch of giant dragons sitting around a large room and yelling at each other about how much the price of wheat should be. Now imagine that they are flying instead of sitting. Now imagine that they were fighting over the price of wheat with a ball instead of a debate, and whoever got the ball into a goal first won the argument. Now imagine that they are thinking at each other about this hypothetical sport and each time they turn around, their thinking face turns from thinking to pain and then quickly back. That's their government system. A mental game of soccer over policies.
You can see how silly dragons are. But, as your land must prove, the things in dragons that you have been told should at least be somewhat expected. Xera broke out all of the other dragons out of the orphanage because he wasn't accepting of the government, so he made them leave. He used his strength to break them out.
Later, after wandering around aimlessly, he decided he was going to forge an axe capable of destroying any dragon he comes across. He found an ore from a meteor that he used to forge a weapon that could cut through anything. Unfortunately, as time has passed, the ore has decayed and rusted to a less powerful, but still powerful material. Now that you're remembering all this, you expect that this will all become useful again, and you will need to find a meteor with that ore to solve some incomprehensible problem far into the future.
For now, one dragon remains.
