Bluepoint Investments Inc. is a private Canadian-owned company led by a team of well-respected media and industry professionals. Established in 2009, Bluepoint was formed to acquire and revitalize local and regional broadcast stations. The company is chaired by Bruce Claassen, a media industry veteran and former Chairman of Aegis Media Canada.
The Saskatchewan Communications Network (SCN) is Bluepoint’s first acquisition and is licensed as an educational broadcaster. Originally launched in May 1991, SCN began as a satellite-to-cable public educational television network, delivering commercial-free educational programming across Saskatchewan. For nearly two decades, it partnered closely with Canada’s other educational broadcasters and played a vital role in the province’s film and television production industry—supporting over 700 Saskatchewan-based projects and participating in more than $100 million worth of locally produced content.
In March 2010, the Government of Saskatchewan announced its intention to terminate funding for SCN and shut down operations by the end of June 2010, with the exception of distance learning services which were to be transferred to SaskTel. However, following significant public support and interest from the private sector, the provincial government ultimately chose not to shut the channel down. Instead, SCN was sold to Bluepoint Investments Inc., ensuring the continuation of the network under a new business model.
Bluepoint’s plan mirrors the CRTC-approved models of Access Alberta and Télé-Québec, transitioning SCN away from government funding and towards a sustainable model supported by advertising revenue. SCN will continue to serve as Saskatchewan’s designated educational broadcaster and will uphold its commitment to educational and cultural programming.
The schedule will preserve the integrity of SCN’s educational mission by dedicating 6 a.m. to 3 p.m. exclusively to commercial-free children's and educational content. From 3 p.m. to 12 a.m., the channel will offer a curated mix of educational, cultural, and commercially viable programming—including popular movies, American dramas, comedies, and factual entertainment aimed at drawing in broader audiences and advertisers.
SCN is widely accessible via mandatory cable carriage across the province and is distributed through over 260 cable and DTH (Direct-To-Home) services, including Bell TV and Shaw Direct. This gives SCN a strong presence not only throughout Saskatchewan but also nationally via satellite.
Bluepoint is confident that SCN can become a valuable asset in both national and regional advertising strategies. While the channel is well-known in Saskatchewan, it has yet to demonstrate commercial success—a challenge Bluepoint is prepared to meet, bolstered by the public’s positive response to the acquisition and the strong potential of the Saskatchewan market, where demand for media content often exceeds supply.
