What is ELPA21?

The English Language Proficiency Assessment for the 21st Century (ELPA21) is a tool used to identify students who would benefit from additional English support and to assess progress they have made in a school year.  There are 2 different assessments:  The ELPA21 screener and the ELPA21 summative assessment

When students who speak multiple languages arrive in district, the ELPA21 screener is used to gauge their need for English language support and eligibility for our district's program to assist them, in accordance with state law.  For ALL identified students who qualify, whether they choose to receive services through the district ESL program or not, the ELPA21 summative assessment is a longer assessment administered in the spring that assesses what progress and needs students identified as ELs have in reading, writing, speaking and listening to English. Students who achieve proficiency on the ELPA21 summative in the spring are then officially exited from our district's ESL program.
