I used the magnetic selection tool to select her face, then smudged it until it was featureless. Next, I drew on facial features with the brush, dodge, and burn tools.

I used the magnetic selection tool to select the cat's face, then smudged it until it was featureless, drew on the features with the brush too. Then I used the magnetic selection tool to select the cat's chest, colored it in with polka dots, smudged it like crazy, and VOILA! Cat on skateboard.
