Mr. John Dunlop is a retired Minister Counselor in the United States Senior Foreign Service and former Mission Director for the U.S. Agency for International Development (USAID) in Central Africa, overseeing programs in the Democratic Republic of Congo, the Republic of Congo, Gabon, and the Central African Republic. In this role, he managed a $1.4 billion annual portfolio supporting humanitarian assistance, public health, education, governance, and the environment. Earlier in his career, he served as USAID Mission Director of Madagascar, where he directed nationwide famine and climate resilience programs and was honored with the Order of Madagascar for his leadership.
Mr. Dunlop's career began in public service as a Paramedic in Southern California before joining the Peace Corps in the Central African Republic. He went on to work with Catholic Relief Services in Rwanda and the Democratic Republic of Congo following the Rwanda genocide, and later in Southern Sudan. Joining USAID in 1998, he spent over two decades leading operations in Kenya, Tanzania, Rwanda, Iraq, Jordan, Afghanistan, and Washington, D.C., shaping global health, democracy, governance, and humanitarian programs in some of the world's most challenging environments. He played key roles in launching the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in Tanzania, founding the President's Malaria Initiative in Rwanda, and coordinating U.S. disaster response operations in Haiti and Iraq.
Mr. Dunlop holds a Master of Public Health from Johns Hopkins University and a Bachelor of Arts in Neuropharmacological Psychology from the University of California, San Diego. He is a two-time recipient of the U.S. State Department Medal for Heroism for his actions during the 1998 U.S. Embassy bombing in Nairobi and a 2009 suicide bombing in Baghdad, as well as the U.S. Army Commander's Award for Public Service. Originally from Marblehead, Massachusetts, he and his wife, Angelique, are proud parents of four children. Mr. Dunlop, Class of '84, is also a Distinguished Alumnus of St. John's Prep.
