The blueness in water is not caused by the scattering of light, which is responsible for the sky being blue. Rather, water blueness comes from the water molecules absorbing the red end of the spectrum of visible light. (To read more here.)
The ocean is blue because water absorbs colours in the red part of the light spectrum. Like a filter, this leaves behind colours in the blue part of the light spectrum for us to see.
