DUNN ALFREDO A. CELESTIAL

Mr. Dunn Alfredo A. Celestial is a Supervising Administrative Officer of the Department of Science and Technology (DOST) assigned at the DOST Central Office, Administrative and Legal Service (ALS) from 2019 to present. He rose from the ranks starting as Clerk II at the National Statistics Office (now Philippine Statistics Authority) from CY2002-2004, then transferred to DOST as Computer Programmer II from CY2004-2008, Computer Programmer III from CY2008-2010 assigned at ALS, Science Research Specialist II from CY2010-2015 assigned at Planning and Evaluation Service-Information Technology Division, then transferred back to ALS and assigned at General Services Division as Administrative Officer V from CY2015-2019 and finally the current position of Supervising Administrative Officer and assigned as Officer-In-Charge of the ALS-Procurement Management Division.
With almost 20 years of service in the DOST and an experienced Procurement Professional started as member of the Bids and Awards Committee (BAC) Technical Working Group (TWG), Mr. Celestial have expertise on Software Quality Assurance and Software Testing. He is also a Trainer on the Government Procurement Reform Act (RA9184) recognized by the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) since CY2017. Mr. Celestial was awarded by the DOST Secretary for being an Accredited Trainer of the GPPB on GPRA and serves as one of the DOST-CO SME on Government practices given on December 15, 2023.
Presently, Mr. Celestial is assigned to various Committees and Special Assignments such as: (1) Vice-Head, DOST Bids and Award Committee-Secretariat, (2) Co-Team Leader, Quality System Process (QSP) Team for Legal Administration, Records Management, Procurement and Property Management, (3) Member, QSP Team for HR, Infrastructure Mgt. and Gen. Services, and QSP Team for Innovation (4) Member, Results Category Working Group of the DOST Central Office BEST Team and Category Working Groups for the Philippine Quality Award (PQA), (5) Member, Internal Audit Team for the Compliance, Operations, and Management Audits of the DOST Sectoral Planning Councils, (6) Member, ISO Internal Quality Audit Team, (7) Alternate Member, DOST-CO Committee on Anti-Red Tape, (8) Member, DOST-CO Public Sector Continuity Management Team-TWG and Evaluation and Security Team, Incident Management, Awareness, and Readiness for Emergency (IMAWARE) Group, (9) Member, DOST Information and Communications Technology Consortium and DOST-OSEC Information System Strategic Plan (ISSP) TWG, (10) Alternate Focal Person, Performance Based Bonus Requirement on DOST-CO Procurement Documents and PhilGEPS Postings, (11) Supervising Examiner, DOST-SEI Undergraduate Scholarship and Junior Level Science Scholarship Program Examination, among others.
An I.T. by profession, Mr. Celestial earned his Bachelor of Science Degree in Computer Science at the De La Salle University-Dasmarinas in CY2002 and Master’s Degree in Information Management (MIM) at the Asia Pacific College in CY2006 and trained abroad through the (1) Public Policy and Futures Thinking Workshop" at Lee Kuan Yew School of Public Policy, National University of Singapore in CY2024, (2) Innovation Training for Personnel of DOST System and Partner Institutions, Industrial Technology Research Institute, Hsinchu, Taiwan, Republic of China in CY2015, and (3) Group Training Course in Web Application Development (Vendor) for E-Government Promotion, Japan International Cooperation Center, Okinawa, Japan in CY2011.
Mr. Celestial as a government employee and public servant also played an active role in giving advice and opinions to Department’s GPPB and its Inter-Agency TWG principal and alternate representatives in drafting position papers for the GPPB Resolutions under RA No. 9184 and in crafting the New Government Procurement Act (NGPA) or RA No. 12009.

Department of Budget and Management
Vio forms part of the Division in DBM-Budget and Management Bureau – F (BMB-F) handling the Higher Education Sector which covers the Commission on Higher Education, the UP System, the MSU System, and the overall policy across State Universities and Colleges. His agency coverage is the University of the Philippines System (UPS). He has also previously handled some of the attached agencies of the Department of Science and Technology, namely the Science and Technology Information Institute, the Philippine Science High School, the Science Education Institute, PHIVOLCS, and PAGASA.
He is one of the recognized Subject Matter Experts (SMEs) and Master Speaker for the Public Financial Management Competency Program (PFMCP) offered by the DBM to all PFM practitioners. Vio handles classes on Introduction to Budgeting, Fiscal Planning, and on Budget Preparation and Execution.
From 2017-2023, he has acquired experience in government procurement under RA No. 9184 as a member of the Bids and Awards Committee of the DBM Central Office.
Vio is a public administration graduate from the National College of Public Administration and Governance, UP Diliman, and later earned a graduate certificate in public policy from the Australian National University.
