The chemicals that have been most effective at managing knotweeds in Minnesota are difficult to find in typical home improvement/hardware stores. They can be purchased online. Use a surfactant to help the chemical penetrate the leaves.
Milestone (aminopyralid): this option is a 'selective' herbicide and will control broad leaf weeds and not affect grasses. MAKE SURE YOU READ THE LABEL AND APPLY ACCORDING TO DIRECTIONS. Consult the Milestone herbicide label.
Habitat (imazapyr): this option is a 'non-selective' herbicide and will control all plants it comes into contact with. Habitat can be used near waterways but MN DNR should be contacted regarding any necessary permits needed. MAKE SURE YOU READ THE LABEL AND APPLY ACCORDING TO DIRECTIONS. Consider sharing your resources including chemicals and spraying equipment with neighbors and others who have knotweed on their property. A single bottle of the chemicals listed above will be more than enough to manage multiple sites for multiple years.
