1) An agency has 30 days from the M0090 Date (the date the assessment is completed) to transmit. To use your terminology, the M0090 Date is “Day 0” for the purpose of counting 30 days. The assessment will be considered to have been transmitted on time if it is received before 24:00 Eastern Time on 4/30/25. 

2) That is correct until July 1st, at which point it will be required.  *M0150: Current payment Sources for Home care for VA are coded “7. Other Government (for example, TriCare, VA”.

*So, submission of OASIS to iQIES is optional for all insurances that are not Medicare (M0150=1) or Medicaid (M0150=3) or manage care for Medicare (M0150=2) and manage care for Medicaid (M0150=4) until July 1st.

*After July 1st, it will be mandatory to submit OASIS for all insurance, including VA.
