Carolyn Terrell, President of CTerrell Consulting Services LLC., retired from federal service in July 2019 with the U.S. Small Business Administration (SBA), as Supervisory Business Development Specialist after 20 years.  During her tenure with the SBA, Ms. Terrell administered the 8a Business Development Program, the Small Disadvantaged Business Program, the HUBZone Empowerment Contracting Program, and the Women Owned Small Business Programs. She provided certified firms assistance with business development to include starting, developing and expanding their business and entrance into the government procurement arena.    

Ms. Terrell currently leverages her expertise consulting President’s/CEO’s of small and mid-size level with business development, capture management, contracts administration and overall business strategies. She serves as Counselor/Advisor for the Larimer SBDC (Ft Collins, CO), Consultant to Connect2DOT, Regional Communications Director/Project Manager for The Colorado Asian Chamber of Commerce. She also served as Senior Counselor for the Colorado Apex Accelerator (formerly known as Colorado Procurement Technical Assistance Center). 

As an SME, she provides practical and proven business methodologies to build an effective win strategy to compete successfully in the global economy and the federal sector.  Ms. Terrell maintains association with the following organizations:

• Colorado American & Chinese Professional Association, Huaxing Chinese School (Board of Directors, Ft. Collins, CO) 

• Colorado Hispanic & Latino Heritage and Cultural Fund (Board of Directors, Denver, CO) 

• The Colorado Women’s Hall of Fame – Nomination Committee (Volunteer Board, Denver, CO) 

Ms. Terrell, is a graduate of Friends University, Wichita, KS, holding a Bachelor Degree, Business Administration/Management, and Certifications and Training in Federal Government Contracting.
