DAVIDA DWYER - Senior Corporate Counsel with the Electric Reliability Council of Texas (ERCOT), the non-profit, intrastate independent system operator that manages the flow of electric power to more than 27 million Texas customers. Before joining ERCOT, Davida worked at the Public Utility Commission of Texas (PUCT), the Texas agency with state-wide jurisdiction over subject matter that includes the financial regulation of electric and water utilities in Texas. Davida served in various positions at the PUCT, including being the legal and policy advisor to one former PUC Chair, two former PUC Commissioners, and as a manager and Staff attorney in the Legal and Office of Policy and Docket Management divisions. Davida has more than 15 years of utility-law experience, including representation in ERCOT stakeholder processes, as well as litigating or advising on rate cases, licensing matters, change-of-control proceedings, agency rulemakings, and other regulatory matters before the PUCT. Davida’s bachelor’s degrees, in Government and Public Relations, and juris doctorate are from the University of Texas at Austin.
