We plan to hold 4 thematic breakout sessions, along the main issues which have emerged from the Launch session. The format is 5-8 experts for each breakout. Technical direction will be given during the plenary.
Breakout session#1:
‘Acknowledging community’s resilience at all scales: Worldwide, countless initiatives led by cities, communities, NGOs’, citizens, have helped people dealing with the socio-economic consequences of the COVID_19 crisis. However, they have rarely been connected with or supported by government’s initiatives.
=> How can community resilience be further acknowledged and consolidated as a relevant global policy-making tool?

‘Rethinking the think-tanks’. Knowledge generation, think tanks strategies and organization:
The COVID_19 pandemic has disrupted global and national policy-making, confusing and delaying the delivery of many infrastructure projects, and questioning their financial models (ex. For public transportation).
=> How can think-tanks and other institutions adapt their organization and strategies to respond to new and changing / volatile needs? How to formulate policy-recommendations that are accountable and help reinforce trust?

‘The Digitalization we need’
The COVID-19 pandemic has accelerated digitalization trends in the society and in the economy.
=> How can COVID-19 related data collection and data sharing (public, or private, or both) enhance urban resilience? Has the COVID_19 pandemic revealed or accelerated the digitalization of key infrastructure and services and how can this help build more sustainable cities and infrastructure systems? ...

Breakout session#4:
‘Bye-bye’ or ’Welcome back’ multilateralism and global governance?
The COVID_19 crisis is weighing on public finance. Monetary and fiscal stimulus and recovery packages will have a cost. The crisis is also hitting hard the informal economy not to mention the rise of unemployment in many sectors. The economic crisis questions the ability of the international community to meet the pre-existing finance gaps and reach out to the global development (SDGs) and environment (climate, biodiversity) goals.
=> How can cities and infrastructure finance build on global agendas to reverse the trend and strengthen multilateralism by an active localization strategy of the global goals is a challenge that has just been heightened by the COVID-19 pandemic.
