Rules and Regulations

Here are the Rules and Regulations that expand upon the rules set forth in the CC&Rs as well as general fines per category. Download or read below.


Notice of Fines: Fines are generally assessed only after two warnings have been issues. Each time a fine is assessed, notice of the fine shall be sent to the Owner describing the violations, stating the rule or provision of the Governing Documents that the Owner has violated, and stating that the owner may request an information hearing before the Board to dispute the fine within 30 days after the day the notice is sent.


Fine Amounts: 1st fine: $50. Subsequent fines for Intermittent Violations: double the previous fine. Continuous violations after the first fine: double the previous fine every 10 days.


All fines and late fees constitute a lien on the property.


Visit the architectural approval page to submit plans for any changes to your property, including trampoline holes, pergolas, fences, etc.


Rules and regulations

Decor

    • Holiday lighting should be in good repair, properly maintained, and properly attached to the roof line of the home as per discretion of the board

    • Holiday lawn decorations must be set up no earlier than 6 weeks before the holiday, and must be taken down no later than 2 weeks after the holiday

    • Front yard patio furniture must be located on the front porch unless a variance is granted by the Architectural Review Committee

    • No outdoor sculptures or fountains or the like shall be permitted in the front yards of any Dwelling or Lot. Fountains and outdoor sculptures shall be permitted in the back yards with written approval of the Architectural Committee

    • Garage sale and special event (one day events) signs can be placed one day before the event and must be taken down one day after. Sign size is limited to 5 square feet. Exceptions must receive written approval from the board

    • Political signs may be put up no more than one month before an election and must be taken down within two days after an election. They must not exceed 5 square feet on each side. They must not be handwritten or homemade.


Exterior of property

    • Allowed fence types are tan vinyl, pre-cast concrete and black rod-iron

    • Cannot attach to horse-style fence that exists on property edges

    • Damaged fences shall be removed or repaired promptly

    • Flagpoles and flag mounts must be approved by the Architectural Review Committee. These shall be consistent in size and shape as others in the community and shall not interfere with on-site utilities. Flags flown at night must conform with lighting specifications set forth by the United States of America for flying the flag at night

    • Windows on homes can be covered with blinds, covers, curtains, shutters, and non-reflective window tint/film in neutral tones. No prints or pictures are allowed on the tint/film without architectural approval

    • Patio covers are approved based on ARC review. The appearance of patio covers must be consistent with the appearance of the house. The color must match the house trim or the wall color; or must be complementary to the house. Materials must be sturdy and high in quality. Preferred materials include aluminum and vinyl. Other materials are subject to ARC review.

    • Chickens - Can have up to 8 chickens (no roosters allowed) if no other common household pets, such as dogs, cats, and/or birds as specified in 9.2 of the CC&Rs (e.g. If there are already 2 common household pets the maximum number of chickens is 6).

    • Chicken Coops - Must be sturdy, high quality, located behind a fence and meet all Lehi City set back guidelines. The square footage shall not exceed 200 square feet. The height of the coop shall not exceed the height of the fence or be visible from the street, trails, or common areas. Must be kept in good repair.

    • Dog Runs - Dog runs must be sturdy, high quality, located behind a fence and meet all Lehi City set back guidelines. The dog run shall not exceed the height of the fence or be visible from the street, trails or common areas. Must be kept in good repair.

    • Dog Houses - Dog houses must be sturdy, high quality, located behind a fence and meet all Lehi City set back guidelines. The dog house shall not exceed the height of the fence or be visible from the street, trails, or common areas.. Must be kept in good repair.

    • Playgrounds, Play structures, Swing sets - Must be sturdy, high quality and be located behind a fence. Must be kept in good repair.

    • Structures visible from the street, trails, or common areas - Must be kept in good repair.


HOA Property Use

    • No one can use HOA property for revenue generating purposes

    • Keep community trails free of toys and debris of any kind


Landscape

    • Vegetable gardens must be out of view from the front of the house

    • Lawns shall be mowed by the owner at least twice monthly during the growing season or if grass reaches 4 inches in length

    • No fountains or pools without approval of Architectural Committee

    • No depressions in ground or irrigation ditches of any kind

    • Landscape edging shall be of approved quality and standard

    • All soil stockpiles must be stored in rear of home and then only for 6 months

    • Excavated soils not to be used around home shall be removed within 6 months

    • Excavated soils shall be placed around the development only in designated areas and then only as long as soils are required. All other to be removed from site

    • Front Yard

      • Must be rough graded within 6 months from foundation pour date

      • Sod from front edge of house to public sidewalk within 6 months from start of construction

      • A minimum of 10% of front yard area shall be planted in shrubs and flowerbeds

      • Have automatic sprinkler system

      • Sprinkler systems shall be designed to maximize coverage and minimize water use and in strict accordance with Lehi City standards and policies

      • One or more trees in the front yard and are encouraged to have at least one tree in the backyard of each lot

      • Fruit trees are not to be planted in the front yard and cannot overhang the sidewalks or common areas

      • Trees to be on Lehi City approved list of trees


Maintenance

    • Any waste, garbage, or recycling cans may be put on the street no sooner than one day before pickup and removed no later than one day after pickup has occurred

    • Owners shall keep the entire yard (including flower gardens) watered, and reasonably free of weeds and debris

    • Owner shall trim trees and shrubs as needed and shall keep the public sidewalk fronting their home free of snow, toys and debris of any kind


Other

    • Lehi City or the Association Board may implement any other policies, standards or laws as from time to time

    • Other policies or standards that may be contained in the CC&R’s or Bylaws

    • Other policies or standards that may be contained in Lehi City’s design standards or development code

Construction Standards

The following represents the minimum exterior standards for homes constructed within the Spring Creek Ranch subdivision. All home designs must be reviewed, approved and stamped by the Architectural Review Committee of Spring Creek Ranch. Home designs and standards as stated herein are subject to final Lehi City approval.


Exterior

    • Minimum 80% hard surfaces on exterior (brick, stucco, rock and concrete based hardie-board materials)

    • Brick, rock or wainscot minimum percentage shall be used on frontage of all homes

      • Brick, hardie-board or rock may be massed upward on entries and corners in lieu of wainscot

    • Brick, wood trim, hardie-board or stucco pop-outs shall border all front, side and rear windows and doors

    • Brick, stucco, hardie-board or rock on fronts and sides of home

    • Brick, stucco or hardie-board pop-outs around garages

    • All pop-outs to be of a contrasting color from main house body

    • Hardie-board panel is encouraged on house surfaces to contrast and accent stucco

    • Bay windows on the fronts of homes are encouraged

    • A minimum of 30-year architectural grade roofing shingles shall be used on the roof

    • "Box" feel of two story units shall be avoided

    • No similar homes immediately adjacent to or across the street

    • Earth tone colors or others if approved by the architectural committee

    • Construction to meet or exceed Lehi City Design Standards


Railings

    • Front porches with railings are encouraged

    • Approved hand railing and front porch railing colors are white vinyl, tan vinyl and black rod-iron


Driveways

    • Must be poured the full width of garages

    • Gravel driveways in the front yard are prohibited. Gravel driveways must be behind a fence if vehicles or trailers are being parked on them


Trash

    • Construction trash bins to be located at every home construction site

    • Construction materials and rubbish to be cleaned up daily around site and in garages

    • No rubbish to be dumped on project site for any reason

    • Concrete excess to be removed off-site, no dumping allowed anywhere


Other

    • Construction site to meet or exceed OSHA standards

    • Zero tolerance for infringement into designated wetland or habitat areas

    • Builders to take directions from architectural chair, committee, board of directors or Community Manager

    • Any other policies, standards or laws as may be implemented by Lehi City or the board of directors from time to time

    • Other standards or policies as may be contained in the CC&R’s or bylaws

    • Other standards or policies that might be contained within Lehi City Design Standards or Development Code
