The purpose of the Migrant Education Program {MEP) is to design and support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle.
These efforts are aimed at helping migrant students succeed in school and successfully transition to postsecondary education or employment.
The ESC-20 MEP provides various levels of support to local education agencies (LEA) based on their category of participation.
LEAs may participate in one of three categories: Shared Services Arrangement (SSA), Project, and Non-Project.
SSA LEAs forward the1r Title ,1, Part C funds to ESC-20. In return, ESC-20 takes fiscal responsibility for managing LEA funds as well as overseeing and managing state and federal compliance issues. In addition, ESC-20 provides supplemental support to migrant students. such as Leadership Academies, counseling/advising, credit recovery, community referral services. etc. Project LEAs manage their own MEP. Students from Project LEAs are invited to participate in ESC-20 Leadership Academies and receive community service referrals.
Non-Project LEAs do not receive Title I, Part C funds because they do not have students that meet migrant criteria. ESC-20 does support these LEAs regarding ongoing identification & recruitment efforts.
