1946, after the end of World War II, with the aim of drawing up a peace treaty. Last but not least, the World Health Organization Committee will delve into the most debated topic in recent times: the current and global situation in relation to the Covid-19 pandemic and what would be the best solution to minimize its impact.

The Washington Post newspaper will focus on the debates of the fourth and last committee mentioned - WHO - throughout the three-day event.

Brazil Promises changes

Will the country really fulfill the announced goals and honor its word?

In principle, around 2:30 p.m., each delegation received a period of 7 minutes to research and delve into the increase of the Amazon deforestation in the last 10 years. After that, the room would be filled with debate in order to reach a satisfactory conclusion to all. Addendum: This first session is a preparatory simulation for the delegates to immerse themselves in the atmosphere of the Assembly, also known as "Simu of Simu."

Brazil is the first to speak out. The same defends itself by alleging that there are already objectives and strategies set on the agenda to combat deforestation in the Amazon by the next 2 years, aiming to reduce the number of deforestation as well as prevent burning and illegal activities from proceeding.

In response, the present countries - United States of America, Iran, Argentina, Japan, New Zealand, People's Republic Of China, England and Republic of South

Africa - attack the ineffectiveness of the Brazilian government, and the way in which they do not prioritize issues about the preservation of the Amazon in the country.

Finally, Brazil counters with the statement that with the financial support of the countries present, they are capable of efficiently solving the problems at hand.

Although the United States of America acknowledges Brazil's point, it inquires the purpose and direction in which the donated foreign money will take, once the country is, in US's words, plagued by corruption. Furthermore, they questioned what would the US gain from this act of generosity.

In support of the American delegation's decision, People's Republic of China and New Zealand will not be offering financial support to Brazil until they see actions be taken. If the resources are given but they are not used as they should, the China delegation affirmed they will be charged back.

As an attempt of seeking a solution, Brazil claims that before persuading countries to give financial aid, they will pursue to bring some positive result in relation to Amazon’s deforestation. The action raised is monitoring Brazilian criminal actions in the region by increasing the number of active inspectors. With that being said, Argentina offers guards to help protect this great green heritage, however, they require guarantees. Japan also offers financial assistance to the Brazilian delegation, and likewise other countries, it demands outcomes to keep on investing.

Still not convinced, the United States of America alleges that Brazil is destroying and violating the vital region in question, and suggests the internationalization of resources and the area as a whole of the Amazon Forest.

All against one

Contries demonstrated great insatisfaction with the way that certain countries have been managing the biggest global health crisis in recent times. The spotlight was on Brazil.

Without furder ado, it's DPO time! Each country had 3 minutes to defend their beliefs, thoughts, and positions about the way they've dealt with the pandemic over the past two years.

As expected, all countries, without exception, began their speeches with a safe and predictable introduction. They encouraged security measures such as social distancing, the mandatory use of masks, washing hands, using alcohol gel, avoiding crowds, among others.

The game of discord begins. South Africa delegation adds in its first speech, comments on Bolsonaro's Government. The same criticizes his stance on how the president dealt in a deplorable manner with the pandemic in the world's fifth-largest country. Even after the end of the presentation of the DPOs, Brazil did not comment about the needling.

Later on, the subject brought up on the agenda was about the current vaccination status. Argentina began alleging their opposition to the consumption of CoronaVac in the country since they do not have enough money to pay three doses for their population.

With that outburst, China sees great opportunity to be sharing its opinion. The delegation states that in order to ensure that normal life returns as similar as it was before, it’s substantial that all citizens are vaccinated, but for that, as the Japanese delegation claimed, "Rich

countries such as People's Republic Of China and the United States of America must donate to undeveloped countries if they want to end the pandemic quickly". US agrees, and so does Brazil. Although, at first, Brazil is apparently willing to be working together with the major world powers, China doesn't seem to be on the same page.

England is the first country to seek taking actions instead of just sticking to speech and guesswork. The delegation offered help to countries in need like Brazil, Argentina, and India that have been demonstrating insufficiency in administering medical care. In contrast, New Zealand refuses to help Brazil. The delegation attacks the country claiming that it does not trust its representatives as they waste financial resources that could be vital to save lives, using ineffective and scientifically unproven drugs such as Chloroquine, to eradicate viruses from the territory.

USA follows England's lead and now offers help and resources to countries in need in order to accelerate the end of the pandemic. However, they want transparency in how countries receiving support are progressing, otherwise they will take the help back. In response, delegations from Argentina, Iran and South Africa accept international contributions from the North American country and admit the strong need for it. By putting the pride aside and admiting being unable to cope with the pandemic on their own, the countries proved how committed they are on solving the coronavirus issue as soon as possible.

New Zealand state Brazil's goal is to kill people

In the second debate session, New Zealand goes all out against the Brazilian delegation.

During the second session of the debate, focused mainly on questions about the procedures and progress of vaccination in the world, Brazil comes into conflict with absolutely all countries, since it currently claims to be against Covid vaccination. Insatisfied, the New Zealand delegation says "Brazil's goal is to kill people. Therefore, as it is against the vaccine, it should not receive financial resources from other countries, since the money could be diverted to sectors considered more important for the governors than the biggest sanitary crisis nowadays."

Soon, New Zealand claims it will not help the country while Jair Bolsonaro remains in the presidency position.

The delegation adds that the countries are able to affirm that vaccines are safe and effective thanks to the many qualified scientists all around the world who have tirelessly researched over the past two years to provide us this solution. New Zealand delegation says: "We also know what will cause permanent reactions in people right now if we don't take immediate actions: the coronavirus." Meaning that we must focus on solving a problem at a time, and right now, it is the global pandemic.

Mail pigeon arrives to USA

In the middle of the session, debate is interrupted by letter from the Centers for Disease Control and Prevention (CDC), adressed to the United States of America delegation.

In this afternoon of August 26, the second session of debate was interrupted in order for the table to read a letter received from the Centers for Disease Control and Prevention (CDC), adressesed to the United States of America delegation.

In its content, there was a denouncement against the negligent behavior of the referential power in the first half of the pandemic, when they were still under the Trump Government. The more than 500,000 deaths recorded during this period were analyzed and found to be entirely the US system's fault. Therefore, after its leadership and active participation in the debates were questioned, it was requested a vote to withdraw the delegation in question from the final decision on the approval of the Proposal Document of the WHO commitee, in which he was responsible for writing.

The countries present did not allow this to go unnoticed and therefore shared their opinions about it. China was surprised by the CDC letter and says it is confused as to whether the chosen time was appropriate and relevant.

"Since Biden took the presidency, the country not only encouraged vaccination, but also started producing vaccines on a large scale for export. They've improved", says China. US agrees with the speech and claims it sees no relevance to

the analysis of this letter.

On the other hand, Spain says that although the US currently has an exemplary project in relation to vaccination, we cannot forget about how bad the pandemic management was on Trump Government simply because the presidency was changed. Thousands of lives were still lost.

Will the USA be excluded from the final vote due to mismanagement in the period of outbreak of the virus, or will it remain included in this final decision?

After brief analysis, the majority voted to stay.

The unexpected happened: China allies with the United States of America

On this afternoon of August 26, China and USA delegates demonstrate to be in agreement and aware of each other's lines, leading to a possible alliance.

In the first moments of the two days of debate, it was already possible to see an alliance forming between the countries, once they've all agreed with each other speeches and demonstrated to be oposing the same country. But the one that surprised the most, was the way the partnership between China and the USA unfolded.

We are aware that both these powers currently live in a diplomatic commercial relationship, however, history reveals that this was not always the case. Given this well-known track record of competitions, it was to be expected that both delegations would constantly try to stand

out, even though they are fighting for the same reason: the vaccination of covid-19.

Surprisingly, The People's Republic of China delegation agreed to absolutely everything proposed by the ally, even voted and quietly accepted the US been responsible for the drafting of the Final Proposal document.

As much as both have similar goals to achieve in this Assembly, we can all agree that it is quite unusual to see these great powers giving up their spaces so easily.

Brazil strikes back foreign accusations

Delegations weren't peaceful in relation to Brazil's decision not to vaccinate its population yet.

Apparently, the Brazilian delegation changed its stance regarding coronavirus vaccination in the second day of debate, outraging the other present countries. Just yesterday, Brazil’s representative claimed to be in favor of immunization after the doses were authorized by the National Health Surveillance Agency (Anvisa). However, unlike before, it disagreed with China and the United States at the moment they've claimed to be in favor of mandatory vaccination worldwide.

The government affirms that it does not know what the reactions to the vaccine could possibly be, and that is the reason why it doesn’t encourage the campaign. It was decided then that vaccines would not be applied in the country until further research, in order not to erradicate a problem by creating a new one.

In addition, Brazil delegation says is not willing to risk the health of the population and future generations by forcing quarantine and the wear of masks, since it will not only mobilize everyone's lives while the economy and families dependent on monthly income will be harmed, but also might cause respiratory harms.

“Our population is going to the streets to demonstrate for the return of normal daily life, and the main objective of the Brazilian delegation is to meet the needs of its people. We are aware the internal social and economic issues cannot be solved overnight, but lives can be saved if the country reopens commercial life. They will not die of covid, but they will die of hunger and cold.”, ends Brazil.

This statement makes us wonder: Is it an act of genuine worry towards brazilian's future, or is it an act with genocidal connotation towards the national population?

China counter-bounce. After Brazil’s speech, the country replies that it makes no sense to encourage the end of distancing since the virus

will not be eradicated overnight as Brazil appears to claim. Although vaccination is being put into practice, it has not yet become accessible to everyone's reach. “You can't just put everything under the rug and pretend nothing happened. You can't just go back to normal”, says China delegation to Brazil.

Lastly, China criticizes the Brazil's stance by saying that there were few deaths compared to the total percentage of the population. The Chinese delegation accuses the country of seeking to reduce the seriousness of the situation and not wanting to be held responsible for the mismanagement of Covid-19.

If the country does not take immediate action on vaccination, England already affirmed it will withdraw all the resources offered to them. While that, Argentina announced cut off relations and the close of its borders with the neighbour. It also said it can easily find other countries to export and create ties, and as a way to encourage the delegation to really follow through this decision, China offered financial support to keep the Argentine economy stable.

Iran, United States, New Zealand and Chinese powers agreed with the latin country. They will not only cut off relations, but also not send any finnacial aid to solve covid issues in the territory. What does this represent for the future of Brazil?

"Vaccines are not just to protect, but also to give hope," says USA in its speech made in favor of vaccination.

In the fourth debate session of the Assembly, (8/27) around 2:30 p.m., the countries discussed one last time about the vaccines and the finnancial support developed countries would give to those in need. Withal, they were also pressuring Brazil to accept their terms, otherwise all countries would completely cut relations with them.

Right after the USA hinted Brazil is not in the position of suggesting solutions and methods to deal with the virus, since it is against the main

After enduring strong external pressures, Brazil gives in and joins the other countries in the fight against covid-19.

one, the country in question pronouced itself.

The Brazil delegation apologizes to those present and agreed to join the other countries in this fight against the coronavirus. Besides, the use of masks and social distancing will return to be mandatory in the country, in order to avoid covid-19 spread. The delegation recalls the importance and dependence of tourism to the territory, in addition to answering the question raised by China that it will no longer sustain the use of Chloroquine as a form of treatment for the virus. From now on, they will encourage the vaccination against the coronavirus.

Brazil ends its pronouncement by saying that even after the pandemic is over, the government will look more carefully towards health systems and intern issues of lack of infrastructure in the country.

The deal is sealed

After three days of debate, delegations finally reached and agreement on what steps must be taken in order to end the pandemic and return to life as it was.

In the last session discussed (8/27), countries agreed on the importance of vaccinating all citizens. Therefore, in order to follow through this decision, the rich countries pledged to make "Donations of good faith”, as China affirms, to the underdeveloped nations. These resources are either doses of vaccines, financial and technological support, among others. However, it is important to emphasize that the financial aids donated will be exclusive to deal with covid-19 in the territories. If resources are used inappropriately, the powers will cut off the budget, since according to the delegation from the United States of America, “It is not up to our governments to solve foreign problems that aren't linked to the pandemic."

In addition, Japan says it will be helping other countries only after they vaccinate over 80% of its national population, their current priority. While that, delegations affirmed they are not willing to donate money to Brazil, only vaccine doses, since previous attitudes of resistance lead the countries not to trust much the direction the supports given might take with the actual presidency.

With that being said, make sure to enter the web below to check out the Final Proposal Document signed by the delegations in the afternoon of Friday, August 27, 2021.
