Task Force: Synchrophasor Applications in Power System Operation and Control

Coordinate with: IEEE WG on Power System Dynamics Measurements

Objective of the Task Force

Promote and explore data-quality aware emerging technology and research related to the synchrophasors applications for system operation. Goal of this task force includes recognizing industry-focused synchrophasors implementation needs, problems, investments-benefit analysis, experience in control center, and plans for future implementation.

Background

Phasor Measurement Unit (PMU) provides synchronized measurements at high rates for wide area situational awareness and decision support for power system operation and control center applications. As part of the smart grid investment and demonstration projects, thousands of PMUs are being installed around the world led by USA, China and India. Some of the early applications include angle monitoring, state estimation, oscillation monitoring, event analysis and post-marten analysis. Number of other applications including voltage stability, model validation, managing renewable energy generation, system restoration, adaptive protection and real time control are being developed or adopted. High quality of PMU data is vital for these applications, especially for future real time wide area control. PMU data quality can be impacted by filtering and estimation algorithms within PMU, settings and firmware issues, time error, error caused by communication system, data concentrator and data historian. PMU applications for power system operation and control need to be designed keeping the PMU data quality and other limitations in consideration. While there has been lot of talk on Synchrophasors, there are very less number of control implementation and industry-grade tools compared to potential. We are far from recognizing industry-focused implementation needs, problems, investments-benefit analysis, experience in control center, and plans for future implementation. Even if there are synchrophasor based industry-grade solutions, control center are not taking them from pilot-grade to full-fledge control center implementation. Some of these problems lie in synchrophasor data quality and analyzing impact on applications as well as designing/ developing data quality aware applications. While some of the tasks proposed here intersect with NASPI, this will be a different platform to provide PESGM attendees to be involved; otherwise they will loose the opportunity to contribute.

Scope and Activities

  • Outlining existing synchrophasors applications at the control center as well as other existing synchrophasors applications for power system operation;

  • Analyzing impact of PMU performance on Synchrophasor Applications;

  • Outlining research activities for new applications coordinating with NASPI, PSRC and PSDP;

  • Summarizing industry challenges in implementing synchrophasors based applications;

  • Organize panel sessions at IEEE PES meetings;

  • To keep the industry and researchers aware of the evolving state of the art in synchrophasors applications in operating power systems;

  • Next-Generation Synchrophasor applications for power system operation

Results and Report

  • 1-2 Transactions papers;

  • Final report to IEEE PES committee; a draft report with outlines and subsections will be created first for discussion; the major sections of the report will be composed of by several subtasks.

Timeframe

  • This TF will be at least 3-years long;

  • Interim reports of each subtask are required for each TF year.

  • Regular TF WebEx meeting every few months.

Diversity

  • Strongly encourage utilities, vendors, and national labs to participate and lead some subtasks;

  • Field tests with real systems and data are important.
