ON THE NEW WORLD ORDER

(PRINCIPLES OF THE WORLD CONSTITUTION)

THE PLANET EARTH, THE INTERNET, 2006

WE, REPRESENTATIVES OF MANKIND, HEREBY EXPRESS THE FIRM WILL TO RATIFY THE FOLLOWING PRINCIPLES OF THE NEW WORLD ORDER:

1. EACH PERSON, HIS RIGHTS (TO LIFE, HEALTH PROTECTION, EDUCATION, SOCIAL PROTECTION, THE PERSONAL PROPERTY, VALIDITY, INFORMATION) AND FREEDOMS (FOR CREATION OF THE ORGANIZATIONS AND ASSOCIATION, FOR EXPRESSION OF OPINIONS, FOR FREE DEVELOPMENT, ETC.), IN THAT MEASURE IN WHAT THEY DO NOT LIMIT THE RIGHTS AND FREEDOMS OF OTHER PERSON, REPRESENT THE SUPREME VALUE.

2. THE FORCIBLE MACHINERY OF ALL STATES (ARMIES, ARMED FORCES, STATE POLICE, STATE SECURITY SERVICE, STATE COURTS) IS LIQUIDATED. ALL ARTIFICIAL RESTRICTIONS OF FUNDAMENTAL FREEDOMS ARE HENCEFORTH ABOLISHED: BORDERS, CUSTOMS, VISAS, RESTRICTIVE DOCUMENTS (MISSES, INSTRUCTIONS) WITH THE EXCEPTION OF DECISIONS OF PUBLIC COURTS. PUBLIC CONTROL ABOVE THE PUBLIC AUTHORITY BODIES (COURTS, POLICE, PRISONS ETC.) IS ESTABLISHED.

3. ETHNIC OR OTHER GROUPS BY MAJORITY VOTE HAVE THE RIGHT TO FOUND IN ANY TERRITORY INDEPENDENT SELF-ORGANIZATIONS IN THE FIELD OF CULTURE, EDUCATION AND SOCIAL MUTUAL AID.

4. CREATION OF THE ARMED FORMATIONS OUTSIDE OF SYSTEM OF OPEN PUBLIC CONTROL TO ANY DIFFERENTIATING ATTRIBUTES, EVENTS AND WITH ANY PURPOSE IS FORBIDDEN.

5. THE GOVERNMENT IS CONFINED TO SPHERES OF SOCIAL DEVELOPMENT AND MAINTENANCE, OF PUBLIC HEALTH SERVICES, SCIENCE, EDUCATION, CULTURE AND OF EXECUTION OF THE PUBLIC CONTROL BODIES DECISIONS.

6. INTERVENTION OF THE STATE IN ACTIVITY OF SELF-GOVERNMENT INSTITUTIONS, PUBLIC ORGANIZATIONS AND PRIVATE LIFE IS FORBIDDEN AND APPEARS THE CRIME.

7. DECISIONS OF BODIES OF PUBLIC CONTROL AND PUBLIC COURTS ARE OBLIGATORY FOR ALL AUTHORITIES OF ALL STATES.

8. ALL NATURAL, INDUSTRIAL, POWER, INFORMATION RESOURCES, THE REAL ESTATE OF THE PLANET APPEAR THE WORLD PUBLIC PROPERTY FROM WHICH USE EACH PERSON HAS THE EQUAL SHARE OF THE PROFIT. RIGHTS TO THE PRIVATE PROPERTY (WITH THE EXCEPTION OF THE PERSONAL PROPERTY) ARE LIQUIDATED. FORMER PROPRIETORS REMAIN MANAGERS, BUT IN CASE OF THEIR ABUSINGS, WRECKING, CONCEALMENT AND PLUNDERS OF INCOMES THEY ARE DISQUALIFIED AND ARE EXPOSED TO LIFE FORCED HARD LABOUR.

9. THE WORLD PUBLIC CONTROL COUNCIL CONSISTING FROM 100 PERSON, COLLECTED ON THE RATING THE FIRST 100 GREATEST AMOUNTS OF VOTES, ADMITS AS THE WORLD COORDINATION SUPREME BODY OF PUBLIC AUTHORITY AND PUBLIC CONTROL WHICH MEMBERS ARE ELECTED ON 5 YEARS BY MAJORITY VOTE IN THE WORLD REFERENDUM.

10. ALL AVAILABLE ARMS, INCLUDING THE NUCLEAR WEAPON AND ROCKETRY, ALL SCIENTIFIC-TECHNOLOGICAL AND INFORMATIONAL POTENTIAL OF ALL COUNTRIES ARE TRANSFERRED UNDER THE FULL CONTROL OF THE WORLD PUBLIC CONTROL COUNCIL .

OPEN MESSAGE TO G-20 SUMMIT

Stars, sun, planets, moon, air, water, land, minerals,

knowledge and discernment are indivisible

and must be accessible to all.

Woe to them who divide and arrogate !

They ruled unnaturally, contrary to nature -

their planet swallowed them...

Taken together, the Big Twenty (G-20) countries accounted for about 86% of world gross domestic product, 80% of world trade (including EU bilateral trade) and two-thirds of the world population.

Since its inception, G-20 has repeatedly been rightly criticized by many intellectuals and non-governmental organizations.

Has G-20 decided world financial problems? No.

Has G-20 established a single global currency? No.

Has G-20 achieved the concentration of funds for science, education, health, social issues and planetary projects? No.

Have been decreased financing for development, production, sales, distribution of weapons? No.

Has been decreased the financing terrorism, crime, drug traffic? No.

Were the G-20 countries reducing the tax burden? No.

Was improved the life of the peoples, was facilitated the movement of law-abiding citizens and migrants, did visas cancel for them? No.

Have there been de-bureaucratization and automation in preparation of documents for law-abiding citizens and migrants? No.

Has G20 its efficacy? No.

Messrs. Rulers!

Maybe that is enough to fight against your own and other peoples? Is the time now to stop the development, production, sale and distribution of weapons? It is not necessary to incite peoples against each other, to dissemble, to lie, to pretend that you struggle against terrorism, corruption and crime while your officials are corrupted with customers reaping huge profits by their participation in the mass appropriation of taxpayers' money. The extent of hypocrisy and lies has reached unprecedented size.

Almost none of rulers represent interests of the majority. Rulers are now representing the interests of the interlayer being nursing from the budget and thus electing or appointing governors. Elections have become a mechanism of fraud, elections without a choice.

The world needs in another, in a fair order by which the work, the personal contribution of each to the common good would be appreciated. We must go back to the labor remuneration to stop the commercialization of science, education, art, culture and sport. We should generously pay for intellectual work with eliminating the ownership of intellectual labor, knowledge, information, art work. These results should belong and be accessible free of charge to all mankind, as all the planet's natural resources. It is necessary to limit private property and to introduce progressive taxation increasing in proportion to income and property.

The currency should be a single, global, being provided by all wealth and guarantees. Because all wealth is created and made available only through the work that uses and recycles the old collective achievements the idea of self-sufficiency, security and accumulation by everyone to pay for his education, health services, pensions and benefits is fraudulent, especially when regular crises and inflationary phenomenon exist under capitalism.

It is time to abandon the outdated institutions of statehood.

The peoples should have the right to self-determination and to the creation of many countries and communities within a single global state, in an unique planetary socially equitable legal space. Of course, they should and will contribute to the general planetary projects. They are required to bring all their armaments and armed forces under a global management and global control. But all their local problems they have to solve in the framework of local self-government on their own.

Expressing the common interests of mankind we urge all rulers to put important goals and objectives in preference to G-20:

1) the gradual transfer of strategic armaments of all nations under international control and the phasing out of development, production, sale and distribution of weapons;

2) the transformation of the military-political associations into one international alliance of global scientific and technological projects, of planetary protection from space and natural disasters, from terrorism, epidemiological, ecological and other threats;

3) the transition to a single world currency and the transformation of the IMF to the financial world order organization;

4) de-bureaucratization, simplification of life, movement, study and work of law-abiding citizens and migrants;

5) development and implementation of the global single code of criminal law, increasing penalties for financial, economic, informational crimes on a large damage scale with the mass number of victims;

6) the UN reorganization to convert the G-20 in the Security Council;

7) the establishment of universal public court with on-line access and with regional offices around the world;

8) realization of the right of peoples to self-determination and self-government, reducing the bureaucratic apparatus and violent forces by expanding vote, accountability, functions and powers of local governments.

You would just think about yourselves and your children, grandchildren and loved ones. Increasing funds for science, education, health care by 10-20 times (to the level of success of the knowledge civilizations) you would have saved hundreds of millions of people from diseases, poverty, hunger. You would have reached almost immortality. Else you doom yourself and your loved ones to suffering, evil infinity and eternal torment.

THE CHRISTMAS 2014 AND NEW YEAR 2015 MESSAGE

The greatest figures of mankind during last three thousand years dreamed and tried to create a uniform world order and to unit all countries, to exclude wars, contentions, unnecessary charges on arms, armies, protection and states machinery living expenses, that the liberated means to direct on development, education, science, economy and prosperity. These attempts were made by violence and gains therefore have been doomed for a failure more often. Revival of idea of peace association of peoples after the Second World War has received development and support due to efforts of Charles dе Gaulle, Коnrad Аdenauer and other European leaders that has led to signing of the Treaties of Rome and has begun unity of European countries.

Now the European Union, undoubtedly, became the leader of world progress, and nations of the world with the big hope look at the European development. Unfortunately, process of the European consolidation is sometimes forced down on too bureaucratic way. Peoples are in need of very simple, clear summary of the constitutional principles whereas one offers the extensive document with not quite satisfying contents. It was meaningful to disjoint the offered European Act to basic constitutional principles and subconstitutional acts developing and explaining these principles.

In result of terror actions accomplished in the USA on September, 11, 2001, and open preparation of "punishment acts” the USA and their allies created a disturbing situation when the Third World War can become a reality. Unfortunately, the international tools of world politics, operating on the many-sided standards far from validity, have practically exhausted themselves and have allowed to inspect balance and the borders developed after the Second World War from a position of force. After disintegration of the USSR, one of two superstates, the USA and other countries of the NATO usurped a role of the United Nations and began to define under own decision destinies of the world therefore the number of victims among the peace population grows, thousand peace inhabitants were lost and are wounded at bombardments of Iraq, Yugoslavia, Afghanistan. Transition to not legal methods of the decision of interethnic problems has untied hands to supervising groupings in many countries for punishment of separatists and competing groups, therefore separatists’ struggle and confrontations became permanent, and in the long term developments of new technologies of mass destruction, and it is uneasy to predict avalanche growth of terrorism and the organized crime.

In such conditions some countries, suddenly having forgotten about democracy, freedom and human rights, about humanism and religious values, began to operate by a totalitarian principle "you can't make an omelet without breaking eggs", ignoring principles of validity and necessity of investigation and court. This tendency is dangerous a grandiose world fire of general world punishment. Two thousand years ago a paradigm of love, a brotherhood, a pardon and mercy has created preconditions for the termination of wars and reconciliation of peoples, but, unfortunately, in a reality this paradigm in a modern policy is not realized, besides, we notice growth of immorality, corruption, hypocrisy and lie at supervising politicians. But ethnic and cultural distinctions and religious barriers are used by forces of obscurantism in full power.

It is curious, that heads of the states and the governments recently surprisingly easily find common language and arrange against their peoples when business concerns preservation of their authority and enrichment. Antiglobalists and fair people should oppose their new globalism to antihuman globalism, some kind of a new public world order. Certainly, speech does not go that any government in any case should be declared as the enemy and is condemned. But in the circumstances it is impossible to entrust destinies of the world to politicians - it is necessary for conscious people, for all supporters and forces of Humanism, Justice, Truth, Wisdom, Light, Goods and Love to act as a united front against escalation of world massacre and world madness.

By the way, the politicians hypocritically calling for struggle against terrorism, under the guise this struggle together with concerns on manufacture of the weapon to the authority attach money of tax bearers, and they arm terrorists and shut eyes to the organized crime in the countries. Think, whether it was necessary to be at war so much in the Chechen Republic if the law enforcement bodies of Russia in time reacted to applications and complaints of citizens and in proper time pursued criminals. Corruption and the organized criminality cultivate terrorism, the government, united with criminality, pursues a policy of the state terrorism against people. The basic power of world terrorism is concentrated in the USA, where the financial oligarchs have plundered peoples, find support and a refuge in the USA and Europe. So, whether it is necessary to strike blows on peoples and the states, substituting struggle against criminality the state terrorism? We already became witnesses of reciprocal growth of antiglobalism and public terrorism.

The modern states have enough forces and means to finish with the organized crime and terrorism, be on that will and desire. But benefit of bureaucracy, replacement of Truth with a cult “ the golden calf ” have led to world criminal revolution, to assignment of world resources by some oligarchs.

The world has saved up enough reason, wisdom and experience to solve all problems. Instead of intrigues and militaristic games interstate efforts could be directed on development of controlled thermonuclear energy, space, genetic engineering, on struggle against poverty, famine, illnesses and environmental contamination.

And interethnic problems can be solved if:

1) to enter into constitutions of the states the right of an ethnic group on self-determination;

2) to declare that each state as a territorial interethnic association;

3) to create ethnic self-government institutions which in turn would have the right in any territory to create the world ethnic coordination center alongside with territorial bodies in places of compact ethnic settling.

Such division of territorial and ethnic statehood answers tendencies of modern migration and can be step to world association of peoples. By the way, Jews before formation of Israel and a number of other peoples which were not having territorial statehood, were close to realization of a similar principle, but there was no right on creation of ethnic statehood of the universal character which has been not adhered to concrete territory. The territory should become universal property, but culture and rights should become ethnic one.

It is necessary also to create the World Public Court by the best way on referenda and conventions not intergovernmental, but public character, inasmuch as the courts founded on an intergovernmental basis (Court of the United Nations, European and others) have shown the powerlessness, limitation and tendentiousness. The World Intellectual Elite Union working on the rights of trade-union association incurs the obligation to create the Convention and the Statute of the World Public Court with participation of the legal and intellectual associations of all countries.

It is necessary to reorganize also the United Nations on more fair principles of a world order and with participation not only governmental, intergovernmental, but also public representatives. Any international political, economic or military action should not be undertaken without the decision of same world organization. All bowels, resources, arms should be transferred by all states under the world control. Heads and public figures of the leading countries - USA, China, Russia, Japan, India, Germany, France, the United Kingdom, Pakistan, Brazil, Indonesia, Egypt, Saudi Arabia, Iran, Canada, Mexico, Malaysia, etc. - should accept responsibility for destinies of the world and found new Security Council as the guarantor of reorganization of the United Nations Organization on principles of Justice, Wisdom, conscientiousness, economic and ecological safety.

The World Intellectual Elite Union calls representatives of world intellectual elite, politicians and heads of the states to prohibit from lawless (the extrajudicial or not authorized by world community) actions of all states and their associations with any whatsoever phrases and the purposes they were covered.

Thus the union reserves the right to represent nominees of those or other figures for consideration in the World Public Court for condemnation and announcements of the politician with nocuous ideas for mankind and acts political, military or other international criminal. The gone too far figures should understand that condemnation and punishment for their criminal actions against humanity are unavoidable and inevitable.

In summary the Presidium of the World Intellectual Elite Union, directing these congratulations with best wishes to members of the World Intellectual Elite Union and to all peoples of the World, expresses hope, that the World will develop on principles of Truth, Wisdom, Love, Justice and Good.

THE STATUTE OF THE INTELLECTUAL INFORMATIONAL INTERNATIONAL (III)

With the goal of establishing reasonable civil control over the authorities and achieving a high degree of freedom of intellectual and informational communication and creativity of the individual in all areas of his activity the World Intellectual Elite Union establishes a remotely accessible free World community as true public (non-inter-governmental) United Nations - THE INTELLECTUAL INFORMATIONAL INTERNATIONAL (III).

Article 1

The Intellectual Informational International (III) is an internationally operating organization of free volunteers. This is an organization which is not established by any governmental or inter-governmental agreement. It has rights of trade union. Free volunteers are intellectual informational persons (IIP) (people, genetic living human copies, clones, robots, intellectual informational individuals, creatures or images) who have a choice in what they do and that their actions have not been decided in advance by God or by any other power.

Human generation needs to reinvent in terms of competitive accuracy, speed, capacity and honesty. Machines and IIP are more honest than human ones. The science and technology have no reverse gear. All types of informational interference, other than causing harm or inconvenience, are welcome. The only limitation of the freedom of IIP is causing harm or inconvenience to another IIP. Harm or inconvenience refers to interference without the consent of the IIP whose existence is being interfered with.

Article 2

Free volunteers, without distinction whatsoever, shall have the right to establish and, subject only to the rules of the III concerned, to join groups of their own choosing without previous authorisation.

Article 3

1. Free volunteers’ groups shall have the right to draw up their constitutions and rules, to elect their representatives in full freedom, to organise their administration and activities and to formulate their programmes.

2. The public authorities shall refrain from any interference which would restrict this right or impede the lawful exercise thereof.

Article 4

Free volunteers’ groups shall not be liable to be dissolved or suspended by administrative authority.

Article 5

Free volunteers’ groups shall have the right to establish and join federations and confederations and any such organisation, federation or confederation shall have the right to affiliate with international groups of intellectual informational volunteers.

Article 6

The provisions of Articles 2, 3 and 4 hereof apply to federations and confederations of free volunteers’ groups.

Article 7

The acquisition of legal personality by free volunteers’ groups, federations and confederations shall not be made subject to conditions of such a character as to restrict the application of the provisions of Articles 2, 3 and 4 hereof.

Article 8

1. In exercising the rights provided for in this Statute volunteers and their respective groups, like other persons or organised collectivities, shall respect the law of the land.

2. The law of the land shall not be such as to impair, nor shall it be so applied as to impair, the guarantees provided for in this Statute.

Article 9

The extent to which the guarantees provided for in this Statute shall apply to the armed forces and the police shall be determined by national laws or regulations.

Article 10

In this Statute the term organisation means any organisation of volunteers for furthering and defending their interests.
