I am an Associate Professor at the Munk School of Global Affairs and Public Policy and in the Department of Political Science at the University of Toronto, and Research Fellow at the Institute of Development Studies, UK.  

I currently lead, and am the founder of, the Local Government Revenue Initiative, which seek to support governments in lower-income countries to build more effective, equitable and accountable property tax systems to underpin effective local governance and development.  I am a Research Fellow at  International Centre for Tax and Development,  where I was the founding Research Director from 2010-2020, and then served as Executive Director from 2020-2024.  

Alongside my academic research I am heavily involved in advisory work with government and international organizations to translate research insights into concrete impacts.
