The American Convention on Human Rights, also called the Pact of San José was signed by 11 North and South American countries on November 22nd, 1969. It entered into force in July 1978. According to the Preamble of the Convention, the purpose of it is to strengthen in this part of the world a system of personal liberty and social justice based on respect for the essential rights of men. Part I of the Convention defines the State’s obligations to respect the rights and freedoms of men. Part II establishes the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights.
