Westchase Village Annual HOA Meeting Minutes

City Councilman Mike Getz attended our meeting and updated us on the following:
The City Council unanimously approved to request the Texas Legislature to create a Municipal Management District on the old Amoco tract of property. The site is over 330 acres and is bordered by Dowlen, Delaware, Major and Gladys. This will be the site of over 700 new homes with recreational areas, along with upscale retail. This will add over 300 million to the tax rolls.
Classic Movie Theatre is monthly and $5 attend.
Downtown Riverfront Park will open in 2017. This will include a splash park, food truck area, band stand and be close to the museum.
NW Parkway has broken ground and will help alleviate Dowlen Road traffic.
Washington expansion is nearing completion.
Questions/comments asked after his presentation:
How will the city keep people from leaving Beaumont due to poor schools and high taxes? Answer: Beaumont is poised for growth. The district will no longer allow transferees into most schools that are not zoned to their address. The Board of Managers did some serious cutting and after 3 years, test scores are coming up. They are also be performing maintenance on a lot of the schools. The Board of Managers will stay in control until the TEA decides otherwise.
What can be done to have the traffic lights synchronized? Answer: Call 311 if you notice an issue with the traffic lights. They are triggered by coils in the street and also traffic cameras.
Will Ashley’s and Macy’s closing at the mall affect anything? Answer: Those 2 stores closing does not affect any city improvements.
Officer Danny Valdez with Beaumont Police Department attended our meeting and updated us on the following:
Please lock your doors and shut your garage doors. Please also be aware of your surroundings.
Please call 409-832-1234 to report solicitors or any non-emergency.
Communicate with your neighbors regularly.
Please make sure that you obtain your alarm permit and activate your alarm.
A subdivision in Beaumont hired off-duty police officers to work the front of the neighborhood Halloween night and only allowed the residents of that community to enter the neighborhood.
On March 11th, there will be a Cop and Kids event from 8:00 – 3:00 PM.

Cell phones are the most dangerous distraction– please try to avoid using them when driving. They are prohibited when driving thru a school zone.
Beaumont PD has Citizens in Action – they use traffic radars to monitor speed and turn the reports into Beaumont PD for them to take action.
HOA UPDATES:
26 families/40 homeowners attended the meeting. This count is up from 18 families that attended our last meeting in October. Our meetings will be held at Amelia Farms going forward.
Collin Shellenberger and James Glaze were voted in to be “Members” to serve on our board.
Christmas lights went up this year and a lot of homeowners seemed pleased with the project. A question was asked about the company that the board elected and we assured them that the company was insured and bonded and that we didn’t anticipate any issues.
In 2016, the board sent out 17 violation letters
There will be ONE annual community garage sale that will take place the 3rd weekend in May.
We are currently getting bids to brick in the mailboxes. The job is not a large project, therefore, it has been challenging to get bids for this task.
The conversion to LED lights on all common fixtures is tabled until 2018.
The board spoke to the repairs that have already taken place in 2016:
Increasing the landscaping throughout the neighborhood (now includes seasonal activities such as mulch, flowers and weed & feed)
Added a sign to the park for Westchase and guests only since we were having visitors from other communities use the park. The sign was stolen so we had to purchase another sign and we now have it bolted to the fence.
Replaced the park lights with all LED lights
Re-mulched the park
Pressure washed all signs
Replaced the neighborhood sign lights with LED lights
Painted the entrance sign and secondary signs for the neighborhood.
