Annual meetings will be held on the second Tuesday of every February unless that Tuesday falls on Valentine's Day.
Please address all questions, complaints, architectural review applications, etc. to hoa@fillipsfirm.com instead of the HOA Gmail address. The HOA Gmail address is not regularly monitored by the Board of Directors.
There has been a large number of complaints filed with Management in reference to construction taking place prior to applications being submitted for Architectural Review. Failure to comply with the proper procedures may result in the Owner being required to remove the improvement/replacement at their expense. This includes replacing existing fences, building new fences, patios, driveway expansions, swimming pool installation, etc.
Just a Reminder of What is Expected of Our Neighbors:
From the Declaration of Covenants, Conditions and Restrictions of Westchase Village:
· Article X, Section 18 >> Christmas lights and decorations MUST be taken down by FEBRUARY 1st, and cannot be put up until after OCTOBER 31st.
· Article X, Section 7 >> No boats, trailers, low-boys, ATVs, RVs, etc can be parked or stored on any lot. No pick-up trucks or vans with more than a 3/4 ton carrying capacity are permitted.
(Boats, trailers, and recreational Vehicles should not be in the neighborhood for more than a 24 hour period. They are only allowed for a short period of time for loading and unloading.)
· Article X, Section 11 >> No sign (schools, plays, pool advertisement, etc) of any kind shall be displayed, except a For Sale or For Rent sign and political campaign signs within 90 days prior to and 10 days after an election.
(If you have repairs or improvements made to your residence, it is your responsibility to remove any signs left behind by the construction, roofing, etc., company.)
· Article X, Section 15 >> No trash piles or rubbish allowed on property. All trash can receptacles shall be hidden from public view, except for DAY OF COLLECTION, when the can is on the public street.
(This is one of the most common complaints made by your neighbors. Please make sure your cans are out of view.)
· Article X, Section 14 >> No more than 2 household pets per residence.
(Please be mindful of noisy animals left outdoors.)
· Article X, Section 16 >> Front, side and backyards are to be sodded and properly landscaped. Each lot must have 2 living shade trees in the front yard, 6' in height. Newly planted or replacement trees must be oaks, pines, elms, sycamores or other similar native shade tree species.
(Utility flags placed on your property during commercial improvements do not excuse homeowners from their obligation to maintain their yards. Please call 811 prior to removing these flags to verify the project is complete. Check our Facebook page for updates during these times.)
Make sure your children are accompanied by an adult and learn the safety rules that are posted. This is not a dog park. No pets are permitted in the park at any time. Please keep your children off of the fences and the mailboxes.
Westchase Village Playground Rules
Do not use when wet.
No running, pushing or shoving.
Do not use improperly. Teenagers should not be on the equipment, it is not strong enough for their weight.
No bare feet, wear proper foot wear.
Do not allow your children to use this play area without adult supervision.
It is not a dog park.
Please play safely.
There will be ONE annual community garage sale that will take place the 3rd weekend in May (Saturday and Sunday ONLY).
We have a Westchase PHOA Facebook group that you are encouraged to join HERE. Simply send a request to the group, and you will be accepted by the moderator. The group is private, and posts are only visible to homeowners. Please do not post any advertisements as they will be removed. Feel free to ask questions and make comments or suggestions. Keep your posts friendly and kind. Please spread the word to your neighbors.
The Westchase Village Property Homeowners Association Annual Meeting of the Members of the Association shall be held on the second Tuesday of February each year at 7:00 PM. If the day for the annual meeting of the Members is a holiday (Valentine's Day), the meeting shall be held at the same hour on the first day following that is not a holiday (excluding Saturday and Sunday). The annual meetings are held at the Major Event Center located at 3255 North Major Drive.
The Flock license plate readers have been a major visual deterrent for criminal activity. (They are not video cameras that record all activity.) They take still images of license plates. Stolen vehicles, Amber Alert vehicles, Silver Alert vehicles, etc. are reported to the Beaumont Police Department within seconds of recognition. They help the Beaumont Police Department identify burglars after the fact if a burglary does occur.
The play park is in need of a full renovation. The play structure needs to be replaced. We are actively working on that project, and your Board of Directors want to ensure the job is done properly.

Parking on the Street - A vehicle may not be parked for more than 48 hours on any public street. Parking on the street in our neighborhood is intended for temporary parking for visitors. You should utilize your garage and driveway for parking. Please be considerate of your neighbors in reference to where you park your vehicles. Also, consider the space required for emergency vehicles to be able to pass through on the narrow streets.
Architectural Reviews - No building, fence, wall, screening device, patio, swimming pool, driveway, sidewalk or other improvement should be commenced, constructed or reconstructed without first submitting and receiving approval through the Architectural Control Committee. An application must be submitted to management who will forward the information to the committee. Upon approval, management will notify the homeowner if they can proceed. Golf Carts - It is against the law for children (or anyone without a driver's license) to operate a golf cart. As Westchase Village is not a private neighborhood, we fall under the same laws as any other streets in Beaumont. Golf carts are not permitted on city streets.
Leash Law - All dogs must be on a leash within the city. All dogs must be under the control of the owner whether on public or private property. Please clean up after your pets.
