About Us

We are an independently owned shop located in the downtown historic city of Franklin, PA. We specialize in custom framing and proudly sell works by regional artists. Our gallery is just a few blocks from French Creek and the Allegheny River where you can pick up the Justus Trail, a section that connects Erie to Pittsburgh.

After moving here from Colorado, and discovering the art of picture framing herself, Kyla Parkinson bought Victorian City Art & Frame in 2011. She graduated from the University of Wisconsin - Parkside with a degree in Business Administration. Kyla had roots in custom framing, something her family did in Southern California. Her grandmother was a successful artist so they manufactured and offered whole sale. Now, at VCAF, we still work with many commercial accounts while providing that personalized attention to our individual customers who are looking for that custom experience.

Kyla grew the business each year and brought Amy Ivell on board the summer of 2015. Amy had previously worked in the framing industry for many years and has been a member of the Franklin Fine Arts Council for over 20 years. She studied Fine Art and Graphic Design at IUP and won many awards at various local art competitions. Amy's work is on permanent display at The Hoyt. Currently she specializes in original drawings, with a focus on pet portraits.

Kyla and Amy travel to the West Coast Art & Frame Expo in Vegas every other year to keep up with current trends and to attend classes at the National Conference. They have also been involved with the local chapter of PPFA, Professional Picture Framers Association, and attend various presentations around Pittsburgh regarding art history and conservation. In 2016, Kyla completed her training and became a Certified Picture Framer.
