Polyelectrolyte multilayer (PEM) film formation.

Method of PEM formation is very simple and robust. You just deep sample, which has charged surface in solvent, in polyelectrolyte solution. Polyelectrolyte charge should have opposite to surface charge.
Repeat so many times as you wish, and you finally get multilayer film formed by layer-by-layer (LbL) deposition technique.

Funny vermiculation morphology was found for PDDA/PSS film (10 bilayers).
Fluorescent dyes and nanoparticles was incorporated in the polyelectrolyte film. As far as the film characteristics can be controlled in the wide range, fluorescent properties of these films also may be different.
