Andrew Sarkin, PhD: Director of Evaluation Research, HSRC (San Diego); Assistant Project Scientist, UCSD Department of Family and Preventive Medicine
As HSRC’s Director of Evaluation Research, Dr. Sarkin currently directs several large projects within HSRC’s evaluation and research project portfolio, and has led the development of the HOMS system. He has served as a project manager for HSRC’s San Diego County Behavioral Health Services Adult and Older Adult CSS contract to provide data analysis and performance monitoring and evaluation since 2002, covering all CSS programs, including FSPs. Dr. Sarkin also manages HSRC’s evaluation of the San Diego MHSA Prevention and Early Intervention (PEI) and MHSA Innovations evaluation efforts in both San Diego and Los Angeles Counties. For both of these large projects tracking and monitoring MHSA programs, he oversees evaluation staffing/work plans and subcontractor performance, manages the processes of stakeholder and advisory group engagement, oversees data analysis and reporting efforts, and is active in designing and delivering program staff training.
Kyle Choi, MPH: Research Associate, HSRC (San Diego)
Mr. Choi holds a Master's degree in Public Health with a concentration in Epidemiology from San Diego State University. His focus of study has been the effects of victimization from violence on mental health. At HSRC, his work has involved managing the INTRuST and LA INN informatics team, analyzing mental health stigma, and developing ways to integrate the use of Google Insights for Search into the San Diego County Behavioral Health Services monitoring and evaluation project. Mr. Choi currently works on both the Los Angeles County Innovations Models Evaluation and the San Diego County Behavioral Health Services Adult and Older Adult CSS and PEI contracts, providing pilot research support, HOMS and iHOMS development and technical support, and data analysis and reporting.
Zhun Xu, PhD: Statistician/Analyst, HSRC (San Diego)
Dr. Xu works on the San Diego County Behavioral Health Services CSS contract performing statistical analyses for system-wide and ad hoc MHSA reports. She is responsible for data cleaning and management, which involves retrieving and merging data from multiple databases such as Anasazi, DCR, HOMS, and MHSIP Consumer Perception Survey databases. She also provides data cleaning, management, and analysis of iHOMS outcomes data for the Los Angeles County Innovations Evaluation.
Rick Heller, MA: Research Associate, HSRC (San Diego)
Mr. Heller holds a Master’s degree in Anthropology from San Diego State University and has been involved in advocacy for mental health services consumers and family members for a number of years. He currently contributes to the San Diego Behavioral Health Services Adult and Older Adult CSS, PEI and MHSA Innovations projects, assisting in focus groups and interviews, survey administration and processing, and qualitative data reporting.
Megan Rowland, MPH: Research Associate, HSRC (San Diego)
Ms. Rowland is a three time University of Michigan graduate with a Master of Public Health degree in Health Behavior, Health Education, a Certificate in the Foundations of Public Health, and a Bachelor’s of Arts degree in Medical Anthropology and History of Medicine. She has extensive experience in program management and health research, having previously worked for the CaBIG Data Sharing and Intellectual Capital Knowledge Center and the Institute for Social Research at the University of Michigan, as well as for AmeriCorps in Detroit. At HSRC, Ms. Rowland is involved in multiple projects, including the San Diego County Behavioral Health Services program monitoring and evaluation project, the LA Innovations Program evaluation, and Community Survey.
Jennifer Leich, MA: Senior Research Associate, HSRC (San Diego)
Ms. Leich earned her Master’s degree in Sociology from the University of California, Los Angeles. She specializes in the design and implementation of qualitative evaluation methods including in-depth interviewing and field observation of organizational practices in healthcare settings. Ms. Leich is project manager on quarterly FSP reporting and the semi-annual Countywide Mental Health Consumer Satisfaction (MHSIP) survey for the San Diego County Behavioral Health Services program monitoring and evaluation project, and led the qualitative arm of the I-CARE Physical Health Integration Pilot (PHIP) in San Diego.
Calvin Navarro, BS, BA: Programmer/Analyst, HSRC (San Diego)
Mr. Navarro holds a Bachelor’s degree in Business Administration with a major in Management of Information Systems from AMA Computer University. As a Programmer/Analyst at HSRC he works largely on developing and maintaining various web applications including HOMS, INTRuST, XDRTB, and the Community Survey. He currently works on the development of HOMS and the INTRuST Electronic Data Capture System along with several other large, integrated management systems used to collect, manage, analyze, and report highly automated data.
John Kazemaini, BS: System Administrator, HSRC (San Diego)
Mr. Kazemaini earned his Bachelor’s degree in Political Science from the University of California, San Diego and is a graduate of the International Scholar Program at Meiji Gakuin University in Yokohama and Tokyo, Japan. As HSRC’s Information Systems Administrator, Mr. Kazemaini serves as data security officer for all HSRC projects and supports HSRC’s computer network, with responsibility for server configuration, maintenance, backups, and liaison with the San Diego Supercomputer Center, where all servers are co-located.
Marissa Goode, MS: Program Evaluation Specialist, HSRC (Los Angeles)
Ms. Goode earned her Master’s degree in Program Evaluation from San Diego State University. As a Principal Evaluator at HSRC, her work focuses on the ongoing evaluation of the Los Angeles County Mental Health Services Innovation projects. Ms Goode also assisted in the development of the evaluation plan and measures selection, and currently conducts training sessions, performs data analysis and reporting, and serves as a liaison with community groups. Additionally, Ms. Goode has played a key role in the evaluation of the San Diego County Prevention and Early Intervention programs, including the county-wide mental health awareness media campaign. Her work included involvement in community stakeholder groups, all aspects of data analysis, and reporting and presentation to funding agencies, campaign developers, and the general public.
Marshall Lewis, MD, DFAPA: Consulting Psychiatrist, HSRC (San Diego)
Dr. Lewis retired in 2013 as the Clinical Director for Behavioral Health Services for the County of San Diego, and now does independent healthcare and hospital consulting. Dr. Lewis earned his BA from Yale University, his MD from Vanderbilt School of Medicine, and trained in psychiatry at Harvard medical school, where he remained on faculty for a number of years. His 30 years of professional experience includes private practice, work in the for-profit arena, and service in the public sector. He is Board Certified both in General and Addiction Psychiatry, and has long been interested in the development of integrative models with both primary care and alcohol and drug services, as well as consumer empowerment in healthcare. In San Diego he developed a system-wide model to develop comprehensive, integrated Patient-Centered Medical Homes to address unmet physical and behavioral health needs in the general population, known as the “San Diego Paired Provider Model.” Prior to San Diego, he was the Medical Director of Stanislaus County Behavioral Health Services for 11 years, and he has also been on the faculty of USC and UC Davis Schools of Medicine. Dr. Lewis is a Distinguished Fellow of the American Psychiatric Association, and is currently a Clinical Professor in Psychiatry at UCSD School of Medicine.
