It's Kernel Bug on ata ACPI. I put "options libata noacpi=1" on /etc/modprobe.d/options and the ERROR is gone.
I agree that noapic is required as additional boot parameter to resolve the disk error. If using CD or other means, use following:
ubuntu acpi=off noapic
and all the kernel will boot.

My secondary drive disappeared, and I was getting the same status error, so I tried hobong's fix... and now I have no drives at all, and cannot get past the initramfs command line screen. Curiously, when I run "ls /etc/modprobe.d" the file I created does not appear any longer. Has it been auto-deleted? Were its contents absorbed into some other conf file?
Any help undoing this would be greatly appreciated. Music files and stuff like that can be replaced, but my work files are way too much work to replace.

I downloaded and burnt the live cd, SystemRescueCD although any live cd with the right tools should work.
Then run:
e2fsck -f -c -v /dev/sda1
substituting /dev/sda1 with your device with the error.
This will force a check of the drive even if fsck believes the drive is ok.

I believe that ERROR: {unc} means "Uncorrectable Data."
I installed smartmontools and ran some commands
