Good morning homeowners,
Since most people missed our exciting HOA board meeting last night, I thought that I’d give you a few highlights. If you have any questions about this or any other problem, please shoot me an Email and I will try to help.
Recently, there have been a couple of households that started addition/renovation projects without following procedure and getting prior approval from the Architectural Committee. This causes a lot of extra work and hassle for all concerned. The homeowner can incur additional expense as well. Please help everyone out and submit an application early. The official timeline is that the ARC has thirty days to respond. If there is time sensitive issue, let me know and we can try to expedite things.
On a related note: Trisha Saintelus at Community Partners is only responsible for processing the paperwork for proposals to the ARC. Homeowners send her the proposal which she passes on to the ARC. When the ARC and HOA board have signed off on it, we send it back to Trisha who notifies the homeowner and files the paperwork. DO NOT call her if you have questions concerning structural details, technical issues etc. If needed, contact someone on the ARC or me for assistance. Technically, it is not my job either but I’ll do the best that I can.
There will be a change in the CVWMA recycling program this spring. During the spring, CVWMA will deliver a 96 gallon recycling cart (with wheels similar to what we use for trash/garbage) to each household. As of July 1, 2023, all recycling materials must be inside these carts. Older, smaller bins and baskets are not acceptable. Items outside the carts will not be collected. This will improve things: no more wind blown debris, rain soaked trash on front lawns, etc. If you already have a recycling cart and do not want another, you must go online at https://cvwma.com/cvwma-locations/goochland/ and fill out a form before April 1, 2023.
I know that some homeowners do not recycle and some complain about paying for a service that they do not use. FYI: the cost is $40 per household per year. If you do not want a recycling cart, go to the web site listed above and fill out the form. I encourage everyone to recycle. Between cardboard, glass bottles and jars, plastic bottles and containers, and metal cans; everyone of us generates enough material to make it worthwhile.

Along with a few other homeowners, I attended the planning meeting for “Centerville Village” last week. Goochland County has hired a planning company out of Roanoke. This is all done by the county and not through any developer etc. I think that the easiest thing is pass on what they described as an “ideal” village and have comments afterwards.
The ideal village would constitute an area about 15 driving miles from a center point. It would have some sort of geographic feature that would mark a boundary (when you cross the river, you are entering the village or it is at the base of the mountain). There would be a uniform theme to the architecture. There would be rules concerning density of living units and businesses. There would be consistency in signage and “bannering”—same colors, font et al. There would be a motto unique and identifiable with the village (think Virginia is for lovers). There should be an image to put on signs, brochures, etc. that would readily identify the village. This is sometimes a bridge or historic church or old courthouse.
In a nutshell, Centerville Village has the Henrico County line as its eastern border and I-64 to the north. I am not sure of the exact southern and western borders.
I can hear the eye rolling and head shaking from everyone. I spoke to the head guy at length after the meeting. He laughed when I informed him that all we want is a wall to keep everyone else out. He acknowledged that there is no way that we can meet a lot of the criteria listed above but he said that they would try to figure out what would work and what would not. I am very skeptical that whatever suggestions or guidelines will go out the window when developers start waving money around. He replied that it was their job to make the plan and report. It is up to the county to enforce anything. According to the “numbers”, this area is very underutilized in terms of population and business. They are coming. This is an opportunity to try to have some say and control.
I spoke to him about how the developers, especially Eagle, take a piece of land with natural landscaping and trees and flatten everything. He said that he was shocked when he noticed this since it is usually the native topography that is the biggest attraction for home buyers. Maybe we should suggest that developers must plant two trees for every one that they cut down

I wish that I could say that I am very enthusiastic or optimistic about all of this. At least the county is spending the time and your tax dollars to pretend that we have a voice in how our community is developed. The county website is https://goochlandva.us/1201/Goochland-County-Village-Plans-2022. There is to be a Courthouse Village as well. It does not have much now but I encourage you to give your input and your email address to receive notifications when they come out. They will be doing a community wide survey in March and April and have another community meeting in May.
At the meeting, they mentioned that the Manakin Towne development has been approved and ready to go whenever Scott Glaeser is ready to start. There is a web site soliciting bids for contractors, etc. This site states an estimated overall value of $100,000,000. Turns out that Manakin Town was the name of one of the first French Huguenot settlements in the area. The web site is http://www.themanakintowne.com. As always, the literature looks wonderful. How close this comes to reality remains to be seen.

The Amendment required a minimum of 61 yes votes to pass, so the Amendment failed and the Covenants as currently written will stand.
This will be an item on the next Board meeting agenda to discuss. The next Board meeting is scheduled for April 6, 2021 at 6:30 pm.

Columbia Gas has said they will be finished with their installation by mid February 2019. They will perform a walk thru with several board members to address issues. We will strongly suggest that our streets be cleaned to look as they were before they arrived. If anyone has complaints (issues) concerning Columbia Gas, please direct to any Board member.
