Your paper gets 15 minutes of my time, during which I decide if it gets a review or desk rejected and what reviewers to assign.

Thus, the abstract and introduction better tell me:

1) what your contribution is

2) why this topic is important

3) how you are going to answer your research question.

I will then skim the rest to see what specialty of reviewer is needed and if you seem to be doing as promised. It is vital to get the contribution communicated correctly. If you get econometricians reviewing a micro theory paper or vice versa, you’ll likely get rejected. Lastly, I think “why is this paper important?” is overlooked too often. Who wants the answer to your research question and what good will your answer do them? The more convincing you are on that, the lower the bar for everything else in the paper. All of this is just as true for a job market paper as a paper submitted to a journal.
