Provincial Director Igmedio S. Casticon of TESDA Provincial Office of Isabela and staff and Vocational School Superintendent of TESDA Isabela School of Arts and Trades(ISAT), Mr. Edwin Madarang and staff joined the Local Serbisyo Caravan, an ELCAC ( Ending Local Communist Armed Conflict) activity of the Provincial Government of Isabela on February 3, 2020 at Andabuen, Benito Soliven, Isabela. The Department of Interior and Local Government with its Provincial Director, Engineer Corazon Toribio being the Secretariat had spearheaded the activity in cooperation with the different NGAs like TESDA, DSWD, DOLE, DTI, DepEd, NCIP, DENR, DAR, DA, AFP, ISELCO, CVMC and other NGOs.
This activity is in response to the Executive Order 70 issued by President Rodrigo Duterte, a whole of nation-approach to combat local insurgents in the different influenced barangays in the whole country. The Provincial Government of Isabela had ordered all of the 12 clusters of EO 70 of which TESDA is the National Chairman of one of the clusters, the Poverty Reduction Livelihood and Employment Cluster (PRLEC) to focus meantime on the 22 influenced barangays of the Province. We have 17 barangays in the municipality of San Mariano, 4 in Benito Soliven and 1 in Ilagan, Isabela.
Governor Rodolfo B. Albano III graced the occasion and had a dialog/an open forum to the residents of which all of what they have asked and requested to the Governor were granted and had even given 5 center cars to 5 sitios including the Agtas that will be used as their means of transportation and promised that vehicles be given as soon as possible to the identified barangays in the municipality.
Meanwhile, TESDA also conducted hair cutting, banana processing and cassava processing and distributed school supplies to not only school children of Andabuen but also to school children of Capuseran, Nacalma and some in Balliao.
Basic services of other agencies present were also delivered to the residents like medical mission of the CVMC, Light a Home of ISELCO, starter kits by DOLE, TESDAs livelihood programs and gift giving and so many others, and to quote what the Governor had said " This will be the time that the government will come to you, to listen to you, and to make things happen for all of you, I am not here to talk and make promises but I am here to listen to all of you, these agencies here present will also be bringing their services in your doorstep, because we care, the government cares."
