July 17, 2025- The Technical Education and Skills Development Authority (TESDA) – Isabela Provincial Office successfully conducted a meeting on June 17, 2025, at 1:30 pm at the TESDA Isabela PO Function Hall. This activity aimed to disseminate and discuss the Implementing Guidelines for the Competency Assessment and Certification. Participants included representatives from various accredited assessment center managers and processing officers. The meeting served as a venue for aligning these stakeholders on the updated procedures and expectations for the effective and standardized delivery of competency assessment and certification services
The program opened with an audiovisual presentation as an invocation, followed by the acknowledgment of participants by Mr. Armando B. Daquioag, Acting Supervising TESD Specialist II. He welcomed the attendees and emphasized their crucial role in ensuring quality assurance in assessment implementation. A message of support and guidance was then delivered by Provincial Director Vilma C. Cabrera, who highlighted the importance of competency-based training and assessment in strengthening workforce development and improving employment outcomes.
In the meeting proper, Mr. Daquioag clearly articulated the objectives of the session, focusing on streamlining implementation practices, clarifying roles and responsibilities, and reinforcing accountability and transparency in certification procedures. Following this, Ms. Barbie Jane C. Abad, TESD Specialist I, presented a comprehensive overview of the Implementing Guidelines for the Competency Assessment and Certification Program. Her discussion addressed key areas such as assessor and candidate eligibility, assessment and processing protocols, documentary requirements, scheduling procedures, and certification issuance processes.
The meeting was marked by active engagement from the participants, who raised pertinent questions and shared practical concerns based on their field experiences. Clarifications were made on issues such as documentation standards, the timeline for certification release, and the scope of responsibility among assessment centers and processing officers. The session also reinforced the collective responsibility of all stakeholders to uphold national competency standards and ensure a client-centered approach in assessment delivery.
