SUTTON COMMUNITY ALLOTMENTS
SUPPLEMENTAL RULES AND REGULATIONS
Adopted by the Committee of Sutton Community Allotments for the proper management, maintenance, safety, and good order of the allotment site situated at Sutton Drive, Stoke-on-Trent, Staffordshire, ST4 5QB.
1. Interpretation and Authority
1.1 These Supplemental Rules and Regulations are made by the Committee of Sutton Community Allotments and shall form part of the terms and conditions governing all allotment tenancies at the site.
1.2 These provisions are supplemental to and shall be read together with all existing tenancy agreements, allotment rules, constitutions, and policies applicable to the site.
1.3 The Committee reserves the right to inspect plots periodically and to take reasonable enforcement action where breaches are identified.
2. Maintenance and Cultivation Standards
2.1 All tenants shall maintain their allotment plots, adjoining pathways, boundaries, and immediate surrounding areas in a clean, tidy, safe, and cultivated condition at all times.
2.2 Tenants must ensure that weeds, invasive growth, rubbish, and unmanaged vegetation do not accumulate or spread onto neighbouring plots, communal areas, or footpaths.
2.3 Plots shall not be permitted to become overgrown due to non-attendance, neglect, or failure to maintain adequate cultivation standards.
3. Improvement Notices
3.1 Where the Committee reasonably considers that a plot has become overgrown, neglected, unsafe, untidy, or otherwise in breach of these rules or the tenancy conditions, the tenant shall be issued with a written Improvement Notice.
3.2 The Improvement Notice shall specify the nature of the breach and require the tenant to undertake reasonable remedial works within fourteen (14) calendar days from the date of service of the notice.
3.3 Service of notice may be undertaken by hand delivery, post, email, or any other reasonable method determined by the Committee.
4. Eviction and Termination Procedures
4.1 Where a tenant fails to make reasonable improvement within the fourteen (14) day period specified in the Improvement Notice, the Committee may issue a further written notice giving fourteen (14) calendar days’ notice of termination of the tenancy and repossession of the plot.
4.2 Repeated breaches relating to overgrown plots, unmanaged weeds, obstruction of footpaths, or failure to maintain the allotment to a satisfactory standard may result in the immediate issue of a fourteen (14) day eviction notice without the requirement for a further improvement period.
4.3 Upon expiry of the eviction notice period, the tenancy shall terminate automatically and the Committee shall be entitled to repossess and reallocate the plot.
5. Breaches of Other Rules and Regulations
5.1 Any tenant found to be in breach of other allotment rules, tenancy obligations, health and safety requirements, environmental standards, or lawful instructions issued by the Committee may also be subject to enforcement action.
5.2 In such circumstances, the Committee may issue a fourteen (14) day Improvement Notice requiring the breach to be remedied.
5.3 Failure to remedy the breach within the specified period may result in the issue of a fourteen (14) day eviction notice and subsequent termination of the tenancy.
6. Committee Discretion and Appeals
6.1 The Committee shall act reasonably and proportionately in the application of these rules and shall take into account exceptional circumstances where appropriate.
6.2 Any tenant wishing to make representations regarding an Improvement Notice or eviction notice may do so in writing to the Committee within seven (7) calendar days of service of the notice.
6.3 The decision of the Committee following consideration of any representations shall be final

These Supplemental Rules and Regulations were adopted by the Committee of Sutton
Community Allotments and shall take effect immediately from 09/05/2026
