Article IV - Points and Order of Play
Sec. 1. Each team will consist of four players. Each team captain will submit "score cards" to the captain of the opposing team designating the lineup of players. The lowest handicap player shall play in the number 1 position, the next lowest handicap player shall play in the number 2 position, etc. The number 1 and 2 players shall play in one foursome while the number 3 and 4 players shall play in the other foursome. A person playing without the benefit of a handicap under Section 4, Article V may be placed in any position by his/her team captain. Also, a player whose late arrival causes an inability to play in the position dictated by handicap, may play in the appropriate position in the other foursome. (Rev. 3-74 and 7-82)
If one or more players are expected but have not arrived by the start of the match players should begin the match in their originally scheduled slots. This contingency is exempted from the playing out of position rule. The one and one-half for low team net shall be forfeited by the absent player(s) as soon as their opponent has made the second shot on the first hole of play. If permitted by the Starter, a player can catch up and contest the holes that have not been played for match play purposes (previous holes are all forfeited). If the player or a designated sub is not expected to play at all the D match will be forfeited and the other players should go out as A, B and C. (Rev. 4-09)
Sec. 2. In the event that a team is required to forfeit a match, the team captain of the forfeiting team shall forfeit the fourth position, then the third, etc. (However, see Sec. 5 below.) (Rev. 5-00)
Sec. 3. In team matches, match play will prevail between opposing members of teams, while medal play will govern "Team Total". The full difference in handicaps will be allowed for "Team Total".
Sec. 4. Two points will be awarded for each match play winner or one point each in case of a halved match.
Sec. 5. Medal play shall be determined by combining the net scores of the number 1 and number 4 players on each team and the "Pair" having the lower net score shall be awarded three points. (Rev. 3-74) Similarly, the net scores of the number 2 and number 3 players on each team shall be combined and three points awarded to the "Pair" having the lower net score. In the event the combined net scores of either "Pair" are the same, one and one-half points will be awarded to each "Pair". If a team, competes with less than a full team, one and one-half points shall be forfeited for each absent player in computing the low team net, as well as two match-play points. If each team has absentees, points will be awarded for only the number of players present. Thus, if each team has only three players, only ten and one-half points shall be in competition. Medal and match play points shall be forfeited by an absent or late arriving player at the point in time when the absent or late arriving player’s foursome has departed the first tee. Players must retain their proper position within the foursome. See Article IV, Sec. 1. (Rev. 5-00)
Sec. 6. Before starting a match each player shall declare to his/her opponent the handicap to which he/she is entitled. A player shall not be considered to have declared his/her handicap by stating his/her handicap in the alternative, e.g., "either a 4 or a 5". Any player who begins play with a handicap higher than his/her actual handicap will forfeit his/her match (2 pts.) and his/her half of the medal (1.5 pts.). Any player who begins play with a lower handicap than his/her actual handicap will retain the lower handicap for both match and medal play purposes for that event. Any player who is playing out of position as a direct result of his/her teammate playing with a handicap higher than his/her actual handicap shall be deemed to be playing in the proper position for both match and medal play purposes for that event. Any player playing with a handicap lower than his/her actual handicap will not be considered to be playing out of position as he/she has declared a lower handicap for that event. (Rev.5-86)
Sec. 7. Women golfers must play from the women's tees and men golfers must play from the men's tees. If, however, no women's tees are provided, then women golfers play from the men's tees.
Article V - Handicaps
Sec. 1.
a. Handicaps will be based on nine-hole scores.
b. The score of any round played where the player receives the benefit of a forfeit shall not be counted for handicap purposes and notice of this shall be made on the scorecard. (Rev. 3-74)
Sec. 2. Handicaps will be computed in accordance with the USGA Handicap System including stroke control. For purposes of this system on the East Potomac Golf Course, the front nine of the Blue Course will be rated at 34.5 and the White Course will be rated at 31.5. Handicaps will be computed on the lowest 10 rounds of the last 20 rounds played. Rounds shall include only League match scores under this section.
Sec. 3. Handicaps will be doubled for 18-hole competitions. In League play, the full handicap difference of each player will be allowed for both Match and Medal play. However, there will be a limit of 16 strokes in any nine-hole match and under no circumstances will more than one stroke be given on any par 3 hole. Strokes allowed must be taken in the order indicated on the scorecard.
Sec. 4. How to Establish a League Handicap:
a. If a player has failed to establish a League handicap by virtue of not having participated in a League match in the current year or the two previous years, a League handicap may be established in any of the following manners:
(1) By submission to the League of a current USGA handicap.
(2) By submission to the League of a signed, witnessed and dated score card for an 18-hole-round played on the front nine of the Blue Course and the White Course at East Potomac Golf Course.
(3) By submission to the League of a signed, witnessed and dated scorecard for an 18-hole-round played on a USGA rated golf course (including a League tournament).
(4) In the case of a handicap established under rule (2) or rule (3) above, the round must be played in the current year. In the case of a handicap established under rule (2) the handicap shall be computed by using 80 percent of the difference between the player's score and the course rating. In the case of a handicap established under rule (3), the percentage shall be 60 percent.
(5) If a player is eligible to utilize rule (1) above, he/she may not choose to utilize rule (2) or (3) in its place. Under any of these rules, the handicap shall be limited to 24 for nine holes. See also section 3 of Article V for further match play limitations. Further, once the player plays in the League, the score used under (2) or (3) will be stricken from the records and a new handicap computed under USGA rules. (Rev. 3-79)
b. A player not having a League handicap must submit a USGA handicap or score card to a League Officer, member of the Rules Committee or the captain of the opposing team prior to the player's initial League match. The scorecard shall be turned in to the League Statistician for verification no later than the week of the match.
c. A player participating in the final two matches of any season may establish a handicap through League play only, and will not be permitted to establish a handicap by the methods set forth in 4.a above. League play or one of the methods set forth in section 4.a above, he/she must play his/her initial League match without the benefit of any handicap.
Sec. 5. Tournament handicaps will be based on League handicaps under section 2 of this Article. (Rev. 3-77)
Article VI - Postponements
Sec. 1. In any case where a regularly scheduled match is postponed, that match shall be played no later than a date that is four days prior to the first scheduled playoff match. (Rev. 3-85)
Sec. 2.Weather:
a. Should the weather be threatening on the day of play, the Chairman, or his/her designee, as set forth in Article III Sec. 1, shall decide whether all matches will be postponed or played. This decision shall be communicated to the golf course by the time specified by the golf course in its annual League Rules and Requirements. The team captains will be notified no later than 3:00 p.m. of the postponements. Such a decision means that all matches except for rescheduled matches already in progress at that time and played to completion will not be sanctioned. All postponed matches will be rescheduled as provided for in section 1 of this Article. If the weather becomes threatening when teams have assembled at the course, each team match will be conducted unless a majority of the eight or fewer members present vote to postpone their teams’ match. If a team match is being postponed the two team captains shall notify the league representative designated to conduct on-site dealings with the course’s league director who will determine whether or not fees will be assessed by the course as a result of the postponement. (Rev. 3-01)
b. If the Course Becomes Unplayable: For purposes of this section, the term "foursome" means the four (or fewer number of) golfers playing in the same group on the day in question. It does not mean the four (or fewer number of) golfers playing on the same team on the day in question. Once a scheduled or rescheduled match is in progress, every effort should be made to complete the match. However, if severe weather conditions make the course unplayable after the competition is in progress, play shall be discontinued. If play is discontinued under this section, a vote must be taken among the players comprising the foursome to determine whether play should be resumed by that foursome on that same day. UNLESS A MAJORITY of those players vote to resume play on that same day, the following procedures shall apply:
(1) If less than five holes have been completed by the foursome, that foursome's matches shall be cancelled and replayed in their entirety. However, cancellation of a foursome's matches under this paragraph shall not affect the Match Play or Medal Play results of any other foursome.
(2) If five or more holes have been completed by the foursome, that foursome's matches shall be resumed on the tee of the first hole for which play was not completed. When competition is resumed, the foursome's Match Play and Medal Play results shall be preserved as they existed after completion of the hole prior to the hole on which play is to be resumed. Matches not resumed on the same day shall be rescheduled as provided in Sec. 3.
(3) In the case of a match resumed at a later date under subsection (2), if a team substitutes another player for a player who played in the discontinued match, then, for both Match Play and Medal Play purposes, the substitute player shall resume and complete play using the lower of:
(a) His/her handicap, or
(b) The handicap of the player for whom he/she is substituting. In such cases, neither the scores of the substitute player nor the scores of the player for whom that substitute player is playing shall be counted for handicap computation purposes. (Rev. 4-92)
Sec. 3. In the case of a single rescheduled or resumed team match, the opposing team captains shall agree to a day and time for playing the match and will notify the Statistician. Upon such notification the match will become sanctioned and be treated as if it is a regularly scheduled match. The forfeiture provisions of the Playing Rules shall apply to such match. In the case that two or more team matches on a given date need to be rescheduled or resumed, the Chairman may set a makeup date upon which the rescheduled or resumed team matches are to be played. The Chairman must ensure that all affected team captains and the Statistician are advised of the set makeup date. Opposing team captains may agree to play their rescheduled or resumed team match on a different date, but they both must advise the Statistician of their agreement in order to avoid team forfeits on the makeup date. In the case that one, two, or three individual matches within a team match must be resumed, the opposing team captains shall agree to a date and time for playing the resumed individual matches and will notify the Statistician. (Rev 3-99)
Sec. 4. Lightning Rule:
a. For purposes of this section, the term "foursome" means the four (or fewer number of) golfers playing in the same group on the day in question. It does not mean the four (or fewer number of) golfers playing on the same team on the day in question.
b. A player may discontinue play if he/she believes that there is danger from lightning. If play is discontinued under this section, a vote must be taken among the players comprising the foursome to determine whether play should be resumed by that foursome on that same day. UNLESS ALL of the players in the foursome agree to resume play on that same day, the following rules shall apply:
(1) If less than five holes have been completed by the foursome, that foursome's matches shall be cancelled and replayed in their entirety. However, cancellation of a foursome's matches under this paragraph shall not affect the Match Play or Medal Play results of any other foursome.
(2) If five or more holes have been completed by the foursome, that foursome's matches shall be resumed on the tee of the first hole for which play was not complete. When competition is resumed, the foursome's Match Play and Medal Play results shall be preserved as they existed after completion of the hole prior to the hole on which play is to be resumed. Matches not resumed on the same day shall be rescheduled as provided in Sec. 3.
(3) In the case of a match resumed at a later date under subsection (2), if a team substitutes another player for a player who played in the discontinued match, then, for both Match Play and Medal Play purposes, the substitute player shall resume and complete play using the lower of: (a) His/her handicap, or (b) The handicap of the player for whom he/she is substituting. In such cases, neither the scores of the substitute player nor the scores of the player for whom that substitute player is playing shall be counted for handicap computation purposes. Sec. 5.In qualification of all of the foregoing, the forfeiture provisions of the Playing Rules shall apply in all cases. (Rev. 4-92)
Article VII - Score Cards
Sec. 1. A score card must be kept for each match played.
Sec. 2. Each score card must clearly show
(a) the last name and first initial of each player (do not use first names or nicknames),
(b) the hole-by-hole scores and the total score of each player,
(c) the player's handicap,
(d) an indication of the winner of each individual match,
(e) the team results, and
(f) the number of forfeits for each team and whether or not the course inserted non-league walk-on player(s) into league foursomes. (Rev. 4-02)
Sec. 3. All score cards must be signed by at least one member of each participating team as an attestation of the scores shown.
Sec. 4. Team captains are responsible for seeing that score cards are properly completed and turned in to the Statistician not later than 10:00 a.m. of the morning following the day the matches are played. Results of matches will stand as verified by team captains.
Article VIII - Players
Sec. 1. Players may play for more than one team during a season. (Rev. 4-82)
Article IX - Play
Sec. 1. The rules of play for the League shall be governed by the USGA Rules of Golf pertaining to Match Play unless the League adopts a "local rule."
Sec. 2. Each year the Statistician, in consultation with the League Officers, shall recommend a format for league play and submit such format for approval of the Team Captains at the Spring Meeting. (Also see Sec. 6 of Art. III) At the Spring Meeting, Team Captains will advise the league as to any particular scheduling needs their team may have. If the Team Captain would be unable to consistently field a team on one of the regular nights of play during the season (either Tuesday or Wednesday) he should make that known to the League Officers at that time. The League shall then develop a tentative schedule, which accommodates the number of teams participating in the league that year and the scheduling needs expressed by the Team Captains at the Spring Meeting.
Upon receipt and review of the tentative schedule for a given season, teams may switch nights of play for the duration of a single season, if two team captains reach an agreement and notify the Statistician at least two weeks prior to the issuance of the final schedule. It is the league’s goal to field 20 teams each season and to use a 4 division format. It should be noted that the league fielded only 18 teams in 2002 and that the four-division format was abandoned, as it was impossible to set up a balanced schedule.
Having 20 teams and recognizing the special scheduling needs of some teams, the league will divide the teams into 4 divisions. Teams that can only field a team on Tuesday nights will be grouped together in one division. Teams that can only field a team on Wednesday night likewise will be grouped together in another division. The balance of teams in the league will be assigned to fill out the two divisions already established or assigned to divisions made up of teams that will switch their night of play during the season.
Teams may be assigned to a division that will start the season with matches scheduled on Tuesdays, but move to a Wednesday night schedule after the Memorial Day break. Other teams will be assigned to a division that will start the season with matches scheduled on Wednesdays, but move to a Tuesday night schedule after the Memorial Day break. The end result will be one division that is fixed on Tuesday nights, another that is fixed on Wednesday nights and two divisions that will switch nights of play during the season (from Tuesday to Wednesday or vice versa). The list that follows (below), identifies the teams that are participating in the league for the 2008 season. (Rev 6-08)

The team ranked 1st shall play the team ranked 8th, the 2nd team shall play the 7th team, the 3rd team shall play the 6th team and the 4th team shall play the 5th team. In the third round, the winner of the match between the 1st and 8th team shall play the winner of the match between the 4th and 5th team. The referee shall be empowered to rule on all disputes that may arise and determine the feasibility of the Sudden Death Playoff. Decisions of the referee shall be final. (Rev. 3-85, 3-94)
Sec. 7. Any individual meeting League eligibility rules may participate in this tournament but may play only for the team that
1) listed the individual on its team roster as published at the beginning of the current season and played for the team at least twice during the current season or
2) the individual has played for the team as a substitute at least twice during the current season. (An individual may be listed on only one team roster). Anyone who does not have a previously established League handicap shall be required to play without the benefit of a handicap. (Rev. 3-08)
Sec. 8. In the event of divisional play:
a. Matches shall be scheduled so that each team shall play all the teams in its own division plus every team in two of the other three divisions for a total of 14 regular season matches per year, and
b. The "first half" of the League schedule shall consist of five weeks of inter-divisional matches. After the first five weeks, teams in two of the four divisions shall change nights. The "second half" shall consist of nine matches involving both inter and intra-divisional play. (Rev. 4-02)
Article X - Tournaments

Sec. 4. To win the overall low gross or the overall low net prize in the tournaments described in Sections 2 and 3 above, any player is eligible so long as the player is on a team roster for the current season, and has an established league handicap. (Rev 3-99)
Sec. 5. For the tournaments described in Sections 2 and 3 above players without an established league handicap, as determined in section 5 of Article V, shall play in a no-established-score flight. However, if the team in charge of the tournament determines that a sufficient number of tournament participants are able to meet the requirements of section 4 of Article V and the League Statistician is able to determine from available records a proper handicap for such participants under such provisions, then, the no-established-score-flight shall be divided into two groups, the handicap group and the non-handicap group. (Rev. 3-77)(Rev 3-99)
Sec. 6. The responsibility for operating the tournaments described in Sections 2 and 3 above shall be assigned to all League teams on a year rotating schedule. Two teams will be assigned to co-sponsor each tournament. Teams will be selected through a random drawing conducted by the League Chairman, Vice Chairman, and Treasurer or their designees. The random drawing will be held no later than January 31 of the year in which the prior schedule expires. The first schedule will end with the Fall Tournament 1997. The second schedule will end with the Fall Tournament 2002. The third schedule shall end when all the teams that participated in the previous drawing have run a tournament.
