Economics Observatory: Can strangulation laws reduce intimate partner violence and homicides?
Our research has informed legislative and judicial discussions on non-fatal strangulation in Scotland, Jersey, and the United States:
In Scotland, the research was cited in a cross-party Scottish Parliament Members’ Business motion calling for a standalone offence of non-fatal strangulation, which was debated in the Chamber on 8 January 2026: https://www.parliament.scot/chamber-and-committees/votes-and-motions/S6M-19504

In Jersey, our research was referred to during the States Assembly debate on the Draft Crime (Strangulation) (Jersey) Law 202-. On 11 March 2026, the States Assembly adopted the Law, introducing a new standalone offence of non-fatal strangulation: https://statesassembly.je/publications/amendments/2026/p-8-2026-amd

In the United States, our research was cited by the New Jersey Appellate Division in G.G.S. v. A.C.B., a published opinion under the Prevention of Domestic Violence Act. The court referred to the study in its discussion of “strangulation as an aggravating circumstance,” using it as empirical support for treating non-fatal strangulation as a marker of heightened risk, escalation, and coercive control in intimate partner violence cases: https://law.justia.com/cases/new-jersey/appellate-division-published/2026/a-3315-24.html
