RDA puts greater emphasis on exact transcription of data that appears on the source of information, especially the preferred source of information, such as the title page. Thus, a statement on the title page about a textbook being approved by a government body should be transcribed as is in a quoted note.

Optionally, a cataloger may omit this information and not transcribe at all. According to the BIBCO Standard Record requirements, only those notes that support identification of an item need be included. Criteria may vary from one item to another.
Because the textbook statements are generally not useful for identification, they can be left out.
Учебные пособия (Study aids)
The words учебное пособие (study aid) often appear on the title page, indicating the nature of the resource. These books do not have a status of the official textbooks approved by a government body, and should be recorded as a subtitle.
