Procedure:

3. Take an easy photo of your handwritten draft (in progress, does not have to be a final draft, and it won't be read by the judges)* and include it in the email as an attachment.

Photograph: I understand that the contest committee reserves the right to take photographs at this event and to use them to promote activities related to Japanese language and culture education on various media, including but not limited to: websites, newsletters, local newspapers, and magazines.
Filming: I understand that the contest committee reserves the right to film the speeches. The purpose of the filming is recording for the future and it will not be publicized without the permission of each contestant.

The contestants:
* Must not be a native speaker of Japanese language.
* Must be a resident of San Diego or surrounding areas.
* Must currently be enrolled in high school or college or university in San Diego County.
* Must not have had more than 6 months of schooling in Japan after age six.
* Must not have been raised in Japanese-speaking household.
* Must read the Application form carefully.
The speech:
* Should be between three and four minutes in length, and must not be shorter than three minutes nor longer than five minutes.
* Choice of topic is open.
* Must be original and written by the contestant.
Judging Criteria:
Judges will base their decisions on content and presentation of speech, and the interviews in Japanese with the judges after each speech presentation.
The contestants with highest total points awarded by the judges will be the winners. The first place winner of each category (high school and college categories)
will also be the winners of the Consul General's Award.
